The Department of General Services, Office of Fiscal Services, has an exciting opportunity to serve as the Assistant Controller. You will work closely with the agency's Fiscal Director to manage the diverse financial responsibilities of the agency.
We are seeking a self starter to support the Controller with all planning, direction, organization, and review of centralized financial and budgeting activities including revenue forecasting, cash forecasting, federal reporting and strategy, expenditure strategy and state laws and policies.
You will provide day-to-day leadership in transactional accounting operations including Accounts Payable, Accounts Receivable, and Revenue Cycle.The future incumbent also will provide additional leadership and back-up support to the Controller in accounting, financial reporting, budgeting, financial controls, compliance, policy setting, disbursements, payroll inventory, asset recording and financial systems oversight.
This position is eligible for a hybrid telework schedule (telework 2 days/week) upon completion of an approved telework agreement.

Minimum Qualifications
- Significant experience in financial management.
- Considerable experience managing and directing staff.
- Considerable experience handling the financial activity and managing a multimilliondollar budget.
- Experience developing financial policies and procedures.
- Considerable knowledge of complex financial structures.
- Considerable knowledge of government financial operations, legislative processes, and related federal laws, regulations, and trends in government and public finance.
- Considerable knowledge of financial structures and requirements including Generally Accepted Account Principles (GAAP) and Governmental Accounting Standards Board (GASB).
- Significant skill utilizing automated financial systems, inputting and reviewing financial data.
- Significant skill utilizing Microsoft Office (Word and Excel); to include utilizing formals, pivot tables, etc. creating and developing spreadsheets to effectively accomplish work, manipulate and analyze data.
- Demonstrated ability to exhibit leadership and direction for the Fiscal office.
- Demonstrated ability to manage state general and nongeneral fund revenue, appropriation and expenditure issues and requirements for local, private and federal grants.
- Demonstrated ability to prepare, evaluate and explain complex and diverse financial data.
- Demonstrated ability to plan, organize, direct and coordinate the work of professional and technical personnel through the effective delegation of authority and responsibility.
- Demonstrated ability to plan, staff, direct and coordinate financial functions, systems and procedures including ensuring internal controls are appropriate and functioning.
- Demonstrated ability to supervise and direct staff in the timely and accurate accomplishment of varied duties and priorities.
- Demonstrated ability to prepare and assist with preparation of financial and budget reports.
- Demonstrated ability to analyze and interpret financial data and make sound recommendations.
- Demonstrated ability to develop and implement policies and procedures. Demonstrated ability to communicate effectively orally and in writing with all levels of management and with central state agencies.
Additional Considerations
- Experience with accounts payable, accounts receivable and/or cash management is desired.
- Experience with Oracle Cloud or PeopleSoft ERP financial software is desired. Knowledge of Commonwealth of Virginia accounting policies, processes, procedures, financial management and related federal and state laws is strongly desired.
