Job Description and Duties
Limited Term 12 months; may be extended up to 24 months or become permanent. Under the general direction of the Staff Services Manager II and the direct supervision of the Staff Services Manager I, Regional Human Resources Office (RHRO), CCHCS, the incumbent serves as the liaison between the institution's health care management, staff, and the RPAO. Will provide excellent customer service, assist with varied HR issues and tasks related to personnel actions, which include Classification and Pay (C&P); Expedited Hiring Process (EHP); employee benefits and pay; and problem-solving recommendations. Must possess a thorough knowledge of HR related to State Civil Service, departmental laws, rules, policies, and procedures. Under the direction of the SSM I, is responsible for effective day-to-day decision-making in the administration of the court-ordered Selection Services and C&P processes for health care positions. May be required to provide coverage for vacancies (absences) within the region. Required to travel to the RPAO and HR Headquarters to attend training. Perform overtime as needed.
This position is for the Field Liaison Analyst. Please see the attached duty statement. Minimum Qualifications Staff Services Analyst (5157)
Candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. Equivalent to completion of the 12th grade; and Four years of experience performing analytical, technical, clerical, and/or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis.
Minimum Qualifications Associate Governmental Program Analyst
State experience applied toward the 'General Experience' pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit. Education The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or Or II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

Candidates new to CDCR or the Division of Juvenile Justice are required to submit to a background investigation process utilizing Live Scan Fingerprinting, and Tuberculosis testing prior to appointment followed by department annual Tuberculosis testing/evaluation thereafter.
