    Job Description

    Basic Purpose

    The Capital Programs Administrator oversees assigned capital access programs and services on a statewide basis.

    This includes the supervision of the work of internal and external professional level staff in providing comprehensive programmatic services and assistance to eligible clients including but not limited to the business accelerator investment program, U.S.

    Treasury Oklahoma Venture Capital Investment Program and Oklahoma Business Lending Partnership program, and OCAST pre-seed and seed capital financing programs and future initiatives.


    Duties will also include ensuring accurate and timely reporting of all data and applicable metrics to the OCAST data analytics initiative.

    Work is performed with a high degree of independence, subject to review by agency leadership for program effectiveness

    Typical Functions


    • Develops and establishes long range goals and objectives for implementation; develops and administers operational and system budgets for assigned programs areas.
    • Develops and implements revenue generating activities; procures and manages federal, private, and other state grants to expand capital access for innovators in Oklahoma.
    • Provides consultant services and speaks before groups promoting interest in OCAST capital access programs, services, and the agency in general. Develops correspondence in response to inquiries about these activities.
    • Confers with consultants and other professional and technical personnel, both internally and externally, on program activities. Develops and implements capital access programs marketing strategies in collaboration with the agency communications manager and leadership.
    • Prepares contract specifications and monitors contract performance for all support and services contracted to the assigned capital access programs.
    • Serves as Capital Access Programs and Programs Division liaison with the Office of Science and Innovation regarding data sharing, storage, and analysis.
    • Develops and oversees implementation of policies, rules, and regulations which pertain to the management and administration of the assigned capital access programs consistent with state statutes and applicable federal laws; participates in analysis of assigned capital access programs and services, including the analysis of problem areas, data and needed services.
    • Directs and conducts research concerning assigned capital access programs activities; reviews and/or prepares publications relating to these activities in collaboration with the agency communications manager and leadership.
    • Serves as capital access programs liaison for assigned programs to OCAST's Board of Directors at the direction of the agency executive director.
    • Responsible for development and coordination of reports required by state and federal programs for those assigned capital access programs with the appropriate program/services participants and program contractors.
    • Develops and maintains relationships with other funders and funding programs to expand the reach of assigned capital access programs.

    At this level employees are assigned responsibilities involving the direction or management of multiple statewide agency programs, including providing direction to administrators who are responsible for the coordination, and implementation of program functions and activities by other federal, state, or local governmental organizations within their assigned area.

    Knowledge, Skills, Abilities and Competencies


    • Knowledge and experience with management practices and procedures and public administration of financing services and investment and lending funds.
    • Understanding of federal and state laws and regulations relating to the administration of investment and lending services, and project financing for small tech companies.
    • Knowledge of principles, methods and practices of the various programs being administered including data analysis and storage.
    • Ability to oversee and manage the development, and administration of the programs for which responsibility is assigned, and of management principles and practices of those programs.
    • Ability to plan, coordinate, and evaluate the activities of multiple work units and divisions engaged in a broad range of functions
    • Ability to establish and maintain effective working relationships with others both internal and external to the agency.
    • Ability to communicate effectively, both orally and in writing.
    • Ability to interpret, analyze and resolve highly complex administrative problems and to direct the functions and activities of the assigned capital programs which are large in size and scope.
    • Proven ability to communicate management goals to colleagues and the public.
    • Knowledge and understanding of OCAST mission, goals, and objectives.
    • Skill in budget planning and fiscal management.
    • Experience communicating with Government officials and senior business leaders.
    • Demonstrated ability to maintain confidentiality.
    Education and Experience


    Education and Experience minimum requirements at this level consist of a Master's degree in finance or closely related field and seven years of experience as a manager of funding programs, six years of which must have been in an administrative or management capacity or an equivalent combination of education and experience.

    No substitution shall be allowed for the required six years of experience in an administrative or management capacity.

    Special Requirements

    Some positions will require that applicants be willing and able to perform all job-related travel.

    Applicant must demonstrate the ability to work with large federal organizations such as the U.S. Department of Treasury, Economic Development Administration, National Science Foundation, or other large federal or foundational entities.

    Some agencies may give preference for a specific type of professional experience related to the position.
