(dba TripleCyber) is seeking an Employee Relations Specialist to contribute Federal human capital guidance and best practices to inform agency accountability strategies, tactics, and tools to help agency supervisors manage their staff in ways that minimizes formal issues and drive mission effectiveness through employee accountability.

Responsibilities for this position shall include, but are not limited to:

  • Provide employee relations' investigation management to identified Administrative Grievances, Anti-Harassment, Employee Performance Management, Personnel Security and Suitability-related issues, Employee Conduct, and Alternative Dispute Resolution matters from initiation to final disposition.
  • Manage followup activities to ensure due process requirements are met throughout each employee relations investigation.
  • Update applicable agency information systems (i.e., HRConnect, SharePoint, eTIME (electronic timekeeping system), eDocs DM, and Treasury Integrated Talent Management) given outcomes from employee relations investigations.
  • Lead and manage all aspects of interviews, grievance meetings, witness statement development, written replies, and various other needs customized to the type of employee relations investigation requirements.
  • Provide technical guidance and training on the administration of programs such as performance management, workplace antiharassment, and employee conduct.
  • Support employee relations policy drafting and finalization and responding to policy questions, analyzing proposed and enacted legislation, OPM issuances, departmental orders and Recruitment, Examination and Employment (REE) policies.
  • Develop instructional materials for officials and employees outlining procedures, and draft replies to internal and external stakeholders in ER matters.
  • Collect qualitative and quantitative data to support Employee Misconduct Remediation, Employee Performance Remediation, Administrative Grievances/Third-Party Proceedings, and Employee Suitability (as identified by agency Personnel Security) matters.

Requirements for this position shall include:

  • Bachelor's Degree or equivalent experience.
  • 810 years' experience and provides advice and assistance in the areas of complex conduct and discipline issues; administers employee relations programs, functions, and inhouse training; ensures work performance conforms to established policies.
  • Investigates problems, including disciplinary actions and working conditions; provides guidance and recommendations for problem resolution.
  • Assists employees and management in resolution of workrelated conflicts; provides recommendations for solutions.
  • Provides information to employees regarding government/agency rules, regulations, and procedures.
  • Prepares reports; gathers information; provides trends analysis; monitors compliance.
  • Maintains and updates personnel benefits records.
