    Position Summary & Responsibilities:

    Location: Topeka field office located in Shawnee County, Kansas.

    The National Flood Insurance Program (NFIP) specialist collaborates as part of a team to carry out work activities for the completion of the Federal Emergency Management Agency (FEMA) Community Assistance Program - State Support Services Element (CAP - SSSE) grant requirements. The role involves providing assistance on floodplain management and flood insurance to community personnel and the public in general. Applying technical knowledge to address challenges faced by communities and the public in adhering to NFIP regulations for floodplain development projects, as well as aiding the public in accessing and comprehending available flood hazard information.

    Community and Public Assistance: This role provides floodplain management and National Flood Insurance Program (NFIP) support to community personnel and the public. Utilizing technical expertise to solve issues encountered by communities and the public in meeting NFIP requirements and complying with regulations for floodplain development. Additionally, responsible for conducting training sessions for community officials and the public concerning NFIP and floodplain development. Task performance oversight is provided by team leader/supervisor or the program manager.

    Community Assistance Visits: The incumbent carries out activities statewide by visiting communities throughout Kansas to assess local floodplain management programs and evaluate the communities' effectiveness in administering and enforcing their floodplain management regulations. Conducts on-site visits or appropriate telephone contacts with community officials and submits detailed reports of each visit or contact to the supervisor. Offers follow-up visits and assistance to a community upon identification of program deficiencies or issues during the initial visit. Reviews local ordinances, collaborates with local communities and the Federal Emergency Management Agency (FEMA) to rectify identified shortcomings. Oversight is provided by team leader/supervisor or the program manager.

    Community Assistance Program – State Support Services Element Grant: Aids the team leader in managing the FEMA Community Assistance Program - State Support Services Element (CAP-SSSE) grant and drafting obligatory reports. Submits reports to the team leader for review. Additionally, ensures timely compliance with all grant requirements. Participates in annual negotiations regarding the scope of work and guarantees fulfillment of said requirements each year.

    Document Management: Supports with scanning and organizing NFIP correspondence and associated documents into the Water Resources document management system.

    Other Tasks as Assigned: Executes additional tasks as instructed by the supervisor, floodplain mapping coordinator, water structures program manager, Chief Engineer, or other division program managers.

    This role provides the opportunity for telework following the guidelines of the Telework Policy of the Kansas Department of Agriculture KDA after completing one year of service.

    Minimum Qualifications:

    • A bachelor's degree in environmental science with a focus on hydrology, geology, geography, or a related natural science.
    • Must be capable of traveling within and out of the state, including overnight travel.
    • Demonstrated progressive work experience in GIS applications, encompassing GIS map creation and geodatabase design and management.
    • Proficiency in extracting, analyzing, and utilizing complex technical information from diverse sources.
    • Involvement in fieldwork as a component of position duties. This may involve exposure to loud noises, moving parts, and various climatic conditions.
    • Possession of a valid Class C (or higher) Kansas driver's license or an equivalent from another state. Maintaining an acceptable driving record for safe operation of a state vehicle and willingness to undertake standard job-related travel.

    Preferred Qualifications (Not Required):

    • Familiarity with ArcGIS software and products in water resource and environmental applications.
    • Strong written and verbal communication skills.
    • Experience in managing and developing ArcSDE server applications.
    • Knowledge of GIS software and emergency response.
