Job Summary:


This position exercises considerable discretion and judgment when interacting and communicating with internal agency staff; ensures the activities of the Division are in accordance with ADOA Personnel rules, Department policies, etc.; ensures the integrity of employee information and position utilization.


  • This position may offer the ability to work remotely, within Arizona with an expectation of 23 days in the office upon completion of training_

Job Duties:

  • Interact and communicate with internal agency staff; ensure the activities of the Divisions are in accordance with ADOD Personnel rules, Department policies, etc; ensure the integrity of employee information and position utilization.
  • Serve as the backup to the HR Operations Manager as needed.
  • Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Current, most acceptable forms of human resources management and best practices.
  • Personnel management principles and practices.
  • Federal and State employment laws, statutes and Arizona Administration Code (State Personnel Rules) as related to human resources.
  • Strategic planning and consultative approaches
  • Statistical analysis techniques and research methods
  • The Agency's core business and strategic goals & objectives
  • Organizations goals, practices, missions and function of Human Resources
  • DHS policies and procedures
  • LEAN or other process improvement methodologies
  • Performance Management (PM) and Continuous Quality Improvement (CQI) and Lean Methodologies.

Skilled in:

  • Written and verbal communication
  • Interpreting rules & regulations
  • Providing guidance and consultative services to employees at all levels of DHS
  • Analyzing statistical data
  • Reasoning and diplomacy
  • Proficient computer skills using Microsoft Office including Word, Excel & PowerPoint
  • Time management & meeting timelines.

Ability to:

  • Establish and maintain effective working relationships with employees at all levels of DHS and external customers & contacts
  • Manage and coordinate the preparation and implementation of policies and procedures
  • Deal diplomatically with a diverse customer base
  • Develop interpersonal relations and provide exceptional customer service both internally and externally.
  • Prioritize, plan, analyze, multitask and coordinate processes and activities
  • Communication information effectively & accurately in writing and verbally to the customer base
  • Investigate and resolve customer complaints and inquiries from beginning to end

Selective Preference(s):


Bachelor's degree in human resources, business administration or closely related field and 2 years of experience in a professional level position in Human Resources; OR Five years of professional level experience in human resources in a large State agency or other public sector entity.
