    Position Overview


    The Senior Project Manager will join a growing team dedicated to supporting the Department of Health and Community Wellness (DHCW) along with other community partners in the greater Newark area.

    The DHCW is responsible for all things related to public health within the city limits, and also operates its own in-house Federally Qualified Health Center – the Mary Eliza Mahoney Health Center – which provides essential primary healthcare services to low-income Newark residents.

    The PIH Newark team was created in April 2020 to help the DHCW respond to the COVID-19 pandemic through technical advising on contact tracing, testing, vaccine roll-out and other critical response issues.

    Since then, our work has transitioned to support the DHCW in their efforts to improve primary healthcare and public health for all Newark residents.

    We now work in the areas of health analytics and informatics; primary healthcare advising; strategy development and resource mobilization.


    The Senior Project Manager, in close coordination with the team's Senior Technical Advisor, will be responsible for the day to day technical operations of PIH's collaboration with the DHCW and other partners in Newark.

    This will include supporting the broad range of PIH activities in Newark; liaising directly with DHCW staff and other community partners; managing the team's Associate; and bringing sharp, rigorous analytical abilities to bear on the challenging primary healthcare problems that we are jointly working to solve.

    Responsibilities

    Strategy Development and resource mobilization (40%)


    Provide consultation and lead activities in support of the Newark Department of Health and Community Wellness (DHCW) and local community partners in development of a 5-year strategic primary health care transformation plan and compile, synthesize and analyze data on a variety of key health topics (e.g., lead abatement, HIV/AIDS), to inform programmatic recommendations using a variety of reliable data sourcing.

    Provide assistance to DCHW as a co-leader to develop an informatics infrastructure that will facilitate data-informed health and resource mobilization decision making including data tools, key performance indicators and researching replicable model programs or plans for adaptation.

    Direct actions that assist in implementation and building of an informatics system and knowledge base to improve data for decision-making to create an in-house analytics function for public health and primary healthcare, including software procurement/launch and staff hiring/development and technical assistance;

    Lead and guide the Community Health Improvement Plan accompaniment work (40%)

    Advise, lead, and compliment through collaborative work all efforts related to primary health care expansion and assisting DHCW to architect a city-wide strategic planning process for the health sector and provide instructional guidance on collaborative methodologies for primary care expansion working with DHCW and diverse community partners
    Perform collaborative tasks that support program design for primary care expansion, across facility-based, mobile, and school-based clinics and other community-based care initiatives, including expanding and sustaining the CHW workforce;
    Create and manage the process of providing assistance to DHCW and other anchor partners in refining mapping of current primary care and community health services and gaps, including a closer look at current community-based workforce composition and deployment in Newark

    Project management and progress evaluation (10%)

    Lead a team of PIH staff that work to assist DHCW in the expansion of primary healthcare and CHWs by providing technical assistance, advice, and data analysis to inform decisions related to specific services offered by DHCW including mobile health vans services, school-based clinics, and utilization of the Mary Eliza Mahoney health center further into the community

    Accompany the DHCW in developing suggested performance measures that are meaningful, movable and measurable in order to maintain momentum and track progress in programs and services.

    Resource Mobilization and Strategy Development (10%)

    Work with the PIH partnerships team to monitor for public and private sector grant opportunities of relevance and interest to the DHCW and Newark community partners by creating in partnership with DHCW a process of analysis and responding to select opportunities, thereby bringing further county, state and national-level resources into the Newark ecosystem

    Assist in creating a longer-term financing strategy for more comprehensive sets of primary and community health initiatives for priorities identified by DHCW.

    Qualifications

    Bachelor's Degree with 7+ years work experience; or advanced degree with 5+ years work experience
    Experience in management consulting or similar environments; experience in global or US public health; and experience working in or with the public sector is preferred
    Full proficiency in cleaning, manipulating and analyzing data in Microsoft Excel along with full proficiency in at least one other data visualization software – preferably Tableau is essential and
    Proficiency with PowerBI, ArcGIS and other data management and statistical software(s) (e.g., Talend, Snowflake, Stata) is highly preferred
    Demonstrated strong problem solving skills, qualitative and quantitative analytical capabilities
    Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
    Exceptional diplomatic and interpersonal skills and ability to build strong professional relationships with a range of stakeholders in a challenging environment using strategic thought skills, flexibility, a sense of humor, creativity, and exhibiting a professional, positive attitude, empathy, and strong work ethic
    Sound judgment and ability to handle confidential information with discretion and professionalism
    Demonstrated commitment to social justice and health equity

    Pay and Benefits

    The pay range for this position at commencement of employment is expected to be between $70,000 and $90,000/year.

    The starting salary offered may vary depending on multiple individualized factors, including market for the position, job-related knowledge, skills and experience.


    Subject to the terms and conditions of the applicable plans then in effect, eligible employees may enroll in a 401(k) plan with employer match, as well as participate in organization-sponsored medical, dental, vision, short-term and long-term disability insurance and basic life insurance plans for the employee and the employee's eligible dependents.

    Full time employees will also receive 15 days of vacation, 12 sick days, 3 personal days and 3 volunteer days in addition to paid time off during the week between Christmas and New Years, the week of July 4th and 11 additional holidays annually.
