    Emergency Management Specialist

    Are you looking for a challenging and rewarding career in emergency management? Do you have experience developing and delivering training for adult learners? Are you interested in planning and facilitating emergency management exercises?

    The Emergency Management Specialist (Training, Exercise, & Education) is responsible for developing and implementing emergency management training and exercises to build capabilities across the state. The position requires knowledge of the principles of adult education, emergency management training curriculum, and the tenets of the Homeland Security Exercise and Evaluation Program (HSEEP). This position coordinates programmatic areas of:

  • The State Integrated Preparedness Plan through regular maintenance and ongoing support.
  • Emergency management training and educational curriculum.
  • Homeland Security Exercise and Evaluation Program (HSEEP) management.
  • Training and event preparation and execution.
  • This position falls within the emergency management career ladder which establishes criteria for initial pay and pay increases, based on experience in all aspects of the profession.

    Responsibilities:

  • Provide technical assistance to local and tribal stakeholders in the development and management of training and exercise programs.
  • Develop educational materials and content to a variety of audiences.
  • Collaborate with partners and stakeholders on cross-cutting emergency management projects.
  • Develop presentation materials and outreach content.
  • Ensure compliance and consistency with FEMA training and exercise standards.
  • Effectively manage multiple projects with varying timelines, objectives, and audiences.
  • Research new resources, techniques, and strategies for training methodology.
  • Support development and implementation of local, tribal, regional, and statewide disaster and emergency training and exercise programs.
  • Provide support to the State Emergency Coordination Center as needed.
  • This position is open until filled. The first review of applications is Monday, May 27, 2024.

  • Bachelor's degree in emergency management, public administration, or a related field.
  • Four years of experience in emergency management.
  • Ability to communicate effectively both orally and in writing with diverse audiences.
  • Ability to utilize a variety of technology platforms, such as Microsoft Teams, Word, PowerPoint, Zoom, etc.
  • Ability to work independently and as part of a team.
  • Ability to occasionally travel within and outside the state.
  • Other combinations of education and experience may be considered.

    This is a full-time position with a competitive salary and benefits package. The location of the position is in Helena, Montana, however, telework is negotiable after completion of a probationary period. You will report to the Training, Exercise, and Education Supervisor.

    Conditions of employment:

  • Must successfully pass background and driving records checks.
  • Must have demonstrated the ability to work with, and engage in, diverse working environments within and outside of the Department of Military Affairs.
