    Water Conservation Specialist - Water Resource Specialist

    WORK UNIT OVERVIEW:

    The Water Resource Division plays a crucial role in managing Montana's water resources to meet the needs of both present and future generations. We gather precise stream flow data from over 90 monitoring gages, which is essential for managing reservoirs, irrigation schedules, water rights permitting, adjudication processes, as well as supporting farmers, ranchers, and communities with floodplain management and other services. Additionally, we oversee the operation and maintenance of 24 state-owned dams and 250 miles of irrigation canals.

    JOB OVERVIEW:

    The Adjudication Water Resource Specialist (Specialist) is responsible for various tasks related to the management of Montana's water resources. This role focuses on the adjudication programs in the Helena Regional Office. Key responsibilities include analyzing statements of claim filed during the adjudication process, examining water right records and other data sources to identify legal and factual issues, conducting aerial photograph and regional analyses, interviewing claimants, synthesizing data, and reporting findings to the Water Court. The Specialist also evaluates decrees, prepares comments on potential DNRC objections, conducts investigations, provides testimony in water rights cases, and supports the Water Court in managing water right claims and evidence. Moreover, the Specialist offers assistance and information to other agencies and the public on state water use laws, water availability, and local water use patterns. This position also involves providing support for the state water rights records system.

    Essential qualifications for this role include knowledge of Montana water law, relevant interstate and reserved water compacts, rules, policies, procedures, and government operations. The ideal candidate should possess the ability to interpret land descriptions, communicate complex laws and technical information clearly to the public, conduct records research, and write reports effectively. Additionally, expertise in understanding water uses, measurements, and related issues is crucial.

    Minimum Qualifications (Education and Experience):

    • Bachelor's degree in natural resource management or the natural sciences
    • One year of experience in water resource management
    • Other combinations of education and experience may be considered

    Preferred Knowledge:

    • Understanding of Montana water law, interstate and reserved water compacts, rules, policies, procedures, and government operations
    • Familiarity with water resource management theories, field investigation methodologies, negotiation, and conflict resolution techniques
    • Knowledge of local water availability, measurement techniques, irrigation methods, public land ownership records, and governmental administrative processes

    Special Information: Candidates must be eligible to work in the United States and possess a valid driver's license with a satisfactory driving record.

    Eligibility to Work: The selected candidate must provide proof of authorization to work in the United States within three days of hire in accordance with the Immigration Reform and Control Act. The State of Montana does not sponsor visas or green cards.
