    DDA is seeking a person dedicated to promoting collaboration among managers and business partners involved in the operation of DDA's four

    Residential Habilitation Centers:
    Lakeland Village, Yakima Valley School, Fircrest School, and Rainier School. You will provide operational oversight and monitoring of federal and state regulations compliance.

    Your role includes development of DDA policies, collecting and assimilating data, examining proposed legislation, and responding to information or budget requests regarding the RHC facilities.

    We will look to your skills in recognizing the need for process improvement, identifying solutions, and engaging staff to implement change.


    As the Residential Habilitation Center Program Manager, you will work collaboratively with teams to develop policies and procedures which supports best practices and the overall needs of the services at the RHCs .

    Your work directly impacts clients receiving services from DDAs RHCs by partnering with executive management in providing operational oversight to RHC staff on how to support clients effectively that result in consistent implementation of programs and services.


    A hybrid telework schedule is available for this role, with travel expected on occasion to Lacey Headquarters and at the RHCs.

    Some of what you will do


    • Develop consistent statewide policy and standard operating procedures across the four Residential Habilitation Centers
    • Monitor plans of corrections and communicate activities to the Office of Risk Management, especially those issues having fiscal impact because of health and safety issues or capital program issues
    • Research and interpret legal documents impacting RHC's and clearly disseminate information and expectations to RHC Superintendents
    • Collaborate with business partners to write policy that will be utilized consistently to state-wide RHCs
    • Update associated program WACs
    • Guide procedure development for RHC admission referrals for field service clients; support transition barriers
    • Review RHC structures and streamline work processes and communications

    Six months from now:
    You are successfully establishing working relationships with the RHC Superintendents and their staff.

    Your work researching existing policies impacting people with intellectual and developmental disabilities and creating multiple policies or procedural updates has begun to improve consistency in our facilities.

    One area of improved concentration will be restructuring RHC respite referrals.

    Who should apply


    • Bachelor's degree in social services, public health, health sciences, health information management, human services, behavioral sciences, or closely allied field
    • And, 5 years of professional experience working with people with intellectual and developmental disabilities, concurrent work experience shall include:
    • Advanced writing and presentation skills
    • Read, interpret, and implement policies, rules, and regulations (i.e. WAC) of considerable complexity
    • Ability to review processes and determine where improvements could be made, including identifying discrepancies, summarizing findings, leading discussions on resolution, and initiating agency corrective action plans
    • Ability to develop and interpret financial reports, legislation, and other financial data
    • A master's degree may be substituted for 2 years of experience. Additional described work experience may substitute year for year for education requirements.
