Duties:

As a IT SPECIALIST (APPSW/SYSANALYSIS) at the GS some of your typical work assignments may include:

  • The incumbent serves as a program analyst with responsibility for management of assigned IT-related projects and functional mission areas within DSSC, utilizing a thorough knowledge of data management, information tools, DSSC customers and stakeholders, project management practices, and workload.
  • Coordinates efforts with other project managers and supporting technical personnel and other administrative personnel such as resource advisors and contracting officer's representatives. Plans, tracks, reports, designs, develops, ensures data quality, and deploys IT products throughout the project life cycle.
  • Collaborates with DSSC directorate personnel to provide various technology systems, services, and integration functions to meet the requirements of DSSC's diverse customer base.
  • Provides technical guidance for software quality assurance, configuration management, and information assurance for DSSC IT infrastructure. Objectively verifies adherence of software products and activities to the applicable standards, procedures and requirements.
  • The incumbent provides technical advice and guidance to DSSC leadership and the directorates on a wide variety of issues related to the strategic acquisition planning, vision, priorities, program procurement requirements, and resource management for DSSC's IT systems and programs.
  • Independently plans, develops, directs and executes policies, positions, standards and procedural guidance on the overall conduct of the Privacy Programs. Serves as DSSC's principle advisor on all matters relating to the management and oversight responsibilities for the Privacy Programs
  • The incumbent supports the development of recommendations for continuous process improvement for DSSC standard operating procedures encompassing the operations and management of IT systems and programs across DSSC.

Qualifications:


  • You may qualify at the GS14, if you fulfill the following qualifications:
  • A.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:


  • Providing guidance for planning, organizing, and executing software development projects using No-Code, lowcode, SaaS products;
  • Gathering and document business requirements, defining specifications, documenting processes and the standardization of data and processes as Product Manager;
  • Translate complex systems and technical topics in clear and concise manner to nontechnical audiences;
  • Manage multiple projects, providing guidance to other project managers and vendor teams, and playing a key role in strategic decisionmaking within an organization.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.


Education:

Substitution of education may not be used in lieu of specialized experience for this grade level.
