    Description

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.


    Under the immediate supervision of the General Counsel and the Special Counsel, the Deputy General Counsel, with latitude for the exercise of independent initiative and decision, will assist the General Counsel as legal advisor to the Department and will supervise the legal work of the attorneys of the General Counsel's Office and a team of compliance staff.

    The Deputy General Counsel's responsibilities will include but are not limited to:


    • Advising and making recommendations to the agency's General Counsel and other executive staff on questions of law, fact and administrative policy.
    • Drafting contracts, commenting on legislation and policy initiatives.
    • Serving as the liaison to the New York City Law Department, in connection with litigation, City initiatives and programs, legislation and other legal issues.
    • Working closely with the Mayor's Office of Contract Services on procurement issues.
    • Supervising the team of attorneys and operational staff in DYCD's Office of the General Counsel, Records Management and Accountability and Compliance units.
    Minimum Qualifications


    Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

    Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

    • Excellent leadership, organizational and communication skills. - Demonstrated leadership and managerial skills, including managing teams and working with peers across the organization. - Outstanding attention to detail and the ability to juggle various priorities and deliver under strict deadlines. - Demonstrated experience analyzing data to inform policy development. - Experience in government management, litigation, legislation and rulemaking, and government procurement procedures. - Experience with nonprofits and the types of agreements to procure their services, especially, Health and Human Services contracts. - Effective advocacy, public speaking, plain language writing, negotiation, and staff supervision.
