Introduction:


The Division of Energy, Housing, and Community Resources (DEHCR) is seeking a passionate leader to serve as the Home Energy Plus Bureau Director.

This position provides oversight of the Wisconsin Home Energy Assistance Program (WHEAP), the Weatherization Assistance Program (WAP) and the Program Development (PD) Programs for the Home Energy Plus Bureau programs.

The Division partners with local governments and service providers, non-profit agencies, and housing authorities. Home Energy Plus Programs consist of statewide programs. The WHEAP provides assistance for heating costs, electric costs, and energy crisis situations. The WAP helps homeowners and renters reduce energy costs while increasing comfort in their homes.


The Program Development Services provides services to eligible homeowners and some renters to repair or replace their heating systems, leaky or non-working water heaters, leaky fixtures, toilets, and piping.

This position is located at the Department of Administration (DOA) building in the heart of downtown Madison near the State Capitol.

Position Summary:


Under the general supervision of the Deputy Division Administrator, this position exercises managerial authority over the Home Energy Plus Bureau.

This position is responsible for fiscal oversight, contracts management, budget development, monitoring and program and policy development for the Home Energy Plus Bureau programs.

The incumbent provides advice and analysis related to the overall operational requirements of the Home Energy Plus Bureau.

The incumbent also oversees production of performance data and reports for the Division Administrator, Department Secretary, Governor's Office, and Legislature.


This position exercises supervisory authority over the Wisconsin Home Energy Assistance Program (WHEAP) Manager, Weatherization Assistance Program (WAP) Policy Manager, Weatherization Quality Assurance Manager, Program Development (PD) Manager and other professional staff.

These staff provide direct oversight over statewide program operations including performing all monitoring of fiscal and administrative functions, program and policy development, input on budget development, and contract development, reviewing and approving invoicing for our grantee network.

In addition, the Bureau provides oversight and administration for over $210 million in customer benefits and agency contracts.

Salary Information:


Starting hourly rate for this position will be $ $56.98 per hour depending on qualifications and experience, plus excellent benefits.

This position in this classification (Administrator Manager) is assigned to pay schedule/range A 2-year executive trial period may be required.

Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.


Job Details:

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas.

All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.


This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically.

This schedule may change based on operational needs and organizational requirements.


Qualifications:


Qualified applicants will have all the following:

  • Experience developing, implementing, and overseeing federal grant programs
  • Experience with Public, Private, and/or Business relationship management (e.g. working with federal, state funding entities, customers and vendors for intergovernmental activit
