Purpose of the Job:
The Program Associate will handle the day-to-day operations of the program department and will serve as a point of contact between the Trust and borrowers/grantees, local financial advisors, local bond counsels, and staff at the Department of Environmental Protection regarding legal, financial, and programming documents.
Essential Functions and Responsibilities:
- Prepare, distribute, track, maintain, and archive all Trust loan and grants documents for the various programs.
- Understand and be able to communicate the loan/grant process and the bonding process of the Trust to the borrowers.
- In coordination with Deputy Director, conduct outreach and represent the Trust to borrowers and other outside groups.
- Maintain written and electronic records of the Trust, including Loan Repayment Schedules for all loans.
- Manage record retention/destruction schedule.
- Organize the Trust's public meetings, prepare agendas and minutes, and keep the official record of the board.
- Assist with federal grant reporting requirements.
- Assist with the borrower subrecipient monitoring process.
Other Essential Functions and Responsibilities:
- Assist with the procurement process of outside advisors and vendors.
- Act as the Trust's office manager and liaison with building management.

Qualifications
Knowledge and Skills:
- Bachelor's degree preferred.
- Intermediate to advanced experience with MS Excel, MS Word, MS PowerPoint, and MS Access.
- Strong written and verbal communication and interpersonal skills.
- Must be able to effectively handle multiple projects simultaneously in a deadline driven environment.
- Must have the ability to work cooperatively and collaboratively with all levels of employees, management, and external groups to maximize performance, creativity, problemsolving and results.
- The individual will be expected to take ownership and accountability of their work product
- The ability to work independently to complete an assigned task.
- Excellent organizational and problemsolving skills.
- An understanding of municipal government preferred.
