    The

    Financial Services Division (FSD)


    provides professional accounting, budget, contracting, and internal control services that support Commerce's financial health and compliance objectives and ensures financial compliance with state and federal regulations and accurate financial reports for the Annual Comprehensive Financial Report (ACFR).

    This position serves as Commerce's financial expert in accounts payables, cash receipts and travel reimbursement regulation.

    Provides expert level financial review, analysis and intrepretation of fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), federal regulations, Washington State regulations, and agency policies and procedures for travel regulations, general accounts payable and cash receipting.

    Reporting to the General Accounting Manager this positions is responsible for the accurate financial reporting. This position serves as the agency general accounting compliance expert.

    This position ensures that the Department of Commerce earns the trust of the citizens of Washington through knowledgeable and accurate financial reporting.

    Responsible for the oversite of all non-contract invoices payments


    Tasks include:


    • Assign work tasks to Financial Analyst 2's and 3's in order to support the accurate and timelypayments related to employee travel reimbursement, credit card statementpayments/reconciliations, payments to various supply vendors, rent/utilities and all other non contract invoices.
    -Reconcile and pay Verizon wireless cell phone invoice for all cell phones issued to Commerce Employees-Research and pay any outstanding invoices not paid in a timely manner.-Release AFRS payment batches.-Recommends, schedules and performs internal audit functions for the agency and participates in problem resolution.

    Provide consultation and technical assistance services for travel and/or general accounting policy, procedure and/or regulations


    Tasks include:


    • Maintain the Travel Management System (TEMS) adding new employees and workingknowledge of any system updates.
    -Act as the agency expert in the agency travel and meals with meetings policies.-Provide training to program staff on agency policies regarding travel and meals with meetings.-Research questions, issues, errors, and unique situations identified and provide empatheticand proactive customer service while providing resolution.-Keep updated on all Office of Financial Managements SAAM policies and procedures andupdate staff on any policy changes.

    Participate in year-end financial statement closing


    Tasks include:


    • Oversee General Ledger reconciliations.
    -Reconcile CAMS to AFRS-Track agency assets by entering new capital assets into CAMS and removing items sent tosurplus.-Reconcile Debt Book to AFRS and completes year end amortization JV's in AFRS.-Complete Vacation Leave and Sick Leave JV's to record the agency's leave liabilities in AFRS.

    Other duties as assigned

    Tasks include:


    • Act as the backup to payroll FA5 supervisor
    • Assist in process improvement workgroups analysis, evaluation and recommendation forchange
    • Be familiar with General Accepted Accounting Principles (GAAP) and verify that staff followGAAP in their day to day processes.
    -Implement new regulations, policies, procedures and quality/efficiency improvement plans.-Serves as Principal Assistant to WMS2 General Accounting manager.-Participates in the AFRS table maintenance.


    Required Qualifications:

    Education and Experience Equivalences:

    • A combination of education and/or relevant experience, equal to seven (7) years of professional financial experience which includes experience with Generally Accepted Accounting Principles (GAAP)Education (18 quarter or twelve semester college credits in accounting, finance, auditing or budgeting from an accredited institution.
    -Demonstrated ability to work well with others and uphold the Commerce's vision of an -inclusive, collaborative, and professional culture.-Two years of professional supervisory experience

    Preferred/Desired Qualifications:

    • A bachelor's degree from and accredited institution which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting.
    -Two years of experience with governmental accounting and Washington state financial systems (e.g. Agency Financial Reporting System (AFRS), Financial Toolbox, and Enterprise Reporting)-Experience using State and federal policies and laws including the State Administrative and Accounting Manual (SAAM)-Knowledge of accounting theories and practices, such as internal controls, separation of duties, and cash handling-Experience reconciling general ledgers to subsidiary accounts and preparing corrections-Create and populate financial transactions using the Agency Financial Reporting System (AFRS) Financial Toolbox-Intermediate skill level in the Microsoft Office suite of products including Excel, Word, and Outlook-One year experience processing or supervising state travel reimbursements-One year experience using the state's Travel and Expense Management System(TEMS)
