- Lead the design, development, testing and implementation of enterprise application solutions to provide full life-cycle management to all applications throughout their existence.
- Design and architect solutions for multiple systems to ensure security, performance, scalability, resiliency, recovery, and optimal resource utilization.
- Design integrations and establish integration standards for multiple systems.
- Establish and maintain software engineering and/or development best practices and standards.
- Serve as consultant for new technological advances, particularly those using integrated technologies and services.
- Collaborate with end users and service managers to identify and analyze requirements.
- Software programming with a high-level programming language such as Java, Groovy, VB, or C/C#/C++.
- Utilizing SQL databases as a key component of application development.
- Software development with issue tracking, version control, and continuous integration tools.
- Experience testing, debugging, and refactoring applications.
- Ability to work with users and stakeholders to gather requirements and design solutions.
- Skills in .NET development.
- Familiarity with financial and HR systems.
- Experience using and/or developing for Atlassian applications: Jira Service Management, Jira Software, Confluence, BitBucket, Bamboo, etc.
- CompTIA Security+ certification.
- An active secret security clearance.

Description
We are searching for an Applications Developer to join Information Technology Services (ITS) at the Applied Research Laboratory (ARL) at Penn State University. ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). The successful candidate will gather and analyze requirements, develop custom applications, and maintain and support existing custom applications in support of enterprise services at ARL.
ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.
You will:
Typical requirements include a Bachelor's degree or higher plus eight years of related experience or an equivalent combination of education and experience.
