- Serve as budget support POC for all FFRDC PMO issues between S&T financial analysts, finance and budget divisions and performance branches.
- Support spend plan and execution plan development.
- Assist with Pre-award acquisition development.
- Provide senior level budget and financial analysis support.
- Assist with Miscellaneous Obligations (Training, Travel).
- Directly support the FFRDC PMO Budget Lead in the fiscal execution, development, planning, and coordination of all activities related to the budget, finance, and acquisition.
- Support leadership in formulating, interpreting, and applying major financial policies, principles, and procedures in support of future year planning and current year budget execution
- Must be a U.S. Citizen with the ability to obtain and maintain a government suitability clearance.
- Must have a strong background in government accounting and financial systems.
- Strong background in evaluating program spend plans and stakeholder reviews
- Experience managing, reconciling, tracking, and reporting on contract expenditures
- Ability to take creative direction and work independently and collaboratively in a fast-paced team environment
- Sufficient technical knowledge required for budget support activities
- Active Secret Clearance
- DHS/S&T experience
- Experience working with PMO staff
- Ability to provide complex financial reports utilizing DHS financial systems
- Ability to analyze and interpret large amounts of program output data and information associated with research work plans, budget reports, and the like
- Experience formulating, interpreting, and applying major financial policies and procedures for future year planning and current year budget execution
- Experience in pre-award acquisition development
- Proficiency in supporting spend plan and execution plan development
- Has a minimum of 10 years' experience in budget formulation and execution.
- Has extensive experience in fiscal execution, development, planning, and coordination of all activities related to the budget, finance, and acquisition.
- B.S. or B.A. degree from an accredited college or university.
- MBA, MA, or MS Degree preferred.
- Quarterly CONUS and OCONUS travel anticipated. Local travel is also anticipated to support this task order and is defined in accordance with federal travel regulations.
- Representative destinations include FFRDC PMO conferences, workshops, off-site meetings, speaking engagements, and travel to other research facilities.
- Must be able to obtain a Secret Clearance.

Job Description:Dynamo Technologies, LLC is seeking a Senior Financial Specialist/Business and Financial Operations Specialist to provide budgetary support for the DHS Business Operations Manager who oversees the planning, management, and execution of the division's budget. This role will possess sufficient technical knowledge to successfully assist FFRDC PMO with budget support.
Note: This role is contingent upon proposal award and slated to begin in approximately June of 2024
