POSITION SUMMARY: This position is responsible for leaders and direction of Mercy Care's clinic operations to render quality, compassionate, cost-effective services to target populations. Director oversees clinic operations and program budgets; provides supervision of and support to clinical staff; works closely with the Clinical Directors. This position coordinates program planning and implementation; operations staff communications; customer service, and communication with external entities. Director monitors operations outcomes and deliverables; ensures that clinical operations are in compliance with applicable requirements and that MC is in compliance with federal, state, and local statutes and regulations pertaining to grant and contractual requirements. This position is responsible for both fixed and mobile sites. The Director leads the Operations Team and collaborates with departments and personnel not under his/her direct supervision. This position complies with all departmental and health system policies and procedures and actively supports the Mercy Philosophy.
EDUCATION REQUIREMENTS: A bachelor's degree in business administration, health care administration or a related field is required. Master's degree in similar fields is preferred.
EXPERIENCE REQUIREMENTS: Minimum five years' experience in a supervisory/management role in health care. Proven track record in practice management, billing & collections. Advanced ambulatory EMR and billing computer skills and software conversion process. Strong analytical, assessment and strategic skills. Working knowledge of employment laws, including OSHA. Demonstrated abilities in program development and implementation with strong customer service skills. Ability to gain support of clinic personnel; maintain credibility with the employed and volunteer provider staff; ability to accurately identify, interpret and appropriately act upon opportunities for process improvement, improved communication and problem solving. Must have willingness and temperament to be a team player. Strong organizational skills with proven ability to be self-directed and focused. Independent follow-up skills and good judgment as demonstrated in establishing priorities, handling heavy workloads and multiple priorities, and work in stressful situations with minimal supervision. Evidence of strong negotiation and communication skills, verbal and written, with all levels of internal and external customers. Must be professional in appearance and demeanor, courteous with strong interpersonal skills. Handles highly confidential material in a tactful and discreet manor. Practices principles of good public relations. Represent Mercy Care internally and externally in a fashion reflecting favorably on the organization, with a high degree of professionalism.
JOB KNOWLEDGE: A working knowledge of principles and agency administration, including methods and techniques of program management and development, planning, financial and personnel reporting practices as required by SJHS policy and external regulations. Must be familiar with Office of Management and Budget's Circular A-133 and the Office of the Inspector General. Must be able to design and maintain databases that track compliance with grant terms and conditions and must be able to perform regulatory and statutory research at the federal, state, and local levels and recommend appropriate applications. Must be able to 1) organize and coordinate varied and complex operations; 2) present ideas effectively orally and in writing to a diverse audience; 3) deal constructively with conflict; 4) collect, analyze and interpret data from various sources and take appropriate action; 5) select, supervise, train and evaluate employees.
