    **POSITION OVERVIEW** **:** This office and field position reviews, approves and implements scientific and engineering services to fully address the scope of work on environmental remediation and hazardous waste management projects in accordance with Company standards, regulatory criteria, and contractual obligations. In addition, this position requires performance of a broad range of engineering functions related to designing and implementing hazardous contaminated soil excavations, clean back filling operations, overseeing/performing land surveying activities, hazardous building materials mitigation, and environmental mitigation during construction/demolition projects. This position prepares the initial design concept and components of the final design of remedial systems to address potential risks to human health and the environment.

    **TYPICAL RESPONSIBILITIES/DUTIES:** Civil Engineer III typical responsibilities and duties include, but are not limited to the following:

    + Independently identifies, analyzes, and recommends engineering alternatives/designs and can identify and resolve complex engineering problems and develop conclusions and innovative recommendations.

    + Review/approve engineering alternatives/designs for small to large scale environmental projects.

    + Prepares conceptual and final designs for complex, multi-phase, multi-media environmental remediation projects including excavations, back filling, shoreline restoration, turbidity curtain selection/placement/maintenance, tracking contaminated soil quantities according to plans, tracking soil disposition according to contamination levels, developing efficient truck haul routes, identifying and testing potential back fill sources, managing slurry wall installation according to specifications, overseeing contaminated building demolitions, working with geotechnical engineers to ensure proper excavation support, etc.

    + Prepare and peer review conceptual and final designs for de-watering in support of environmental and demolition work and ensures these systems are operating properly and successfully.

    + Review construction plans, perform horizontal and vertical excavation calculations, and coordination with existing utility alignments.

    + Prepare Notice of Intent and Storm Water Pollution Prevention Plan (SWPPP) for submittal to state regulators.

    + Consult and collaborate work with Project Manager, Superintendent, as well as Health and Safety, Quality Control, Project Controls, Estimating, and Contracts representatives to properly plan, coordinate and ensure progress of deliverables per the approved plans, budget and schedule.

    + Able to plan and manage engineering projects including design, contract administration, and implementation.

    + Plan, prepare, review, and issue project and field submittals within approved budget including but not limited to pre-construction plans, design documents, testing plans, analytical reports, shop drawings, field submittals, operation/ maintenance reports, closure reports and as-built records.

    + Apply industry standards of practice for selected technology, adhering to regulatory codes and standards, national/ local standards, and company SOPs.

    + Identify, address and communicate technical, operational and business risks relevant to the selected project approach and technology to the Project Manager

    + Participates in team project meetings.

    + Take an active role in ensuring project safety including contributing to safety inspections, safety meetings and ensuring team participant awareness.

    + Author Request for Quotations (RFQs) and assist in procurement and selection of technical and specialty subcontractors, consultants, service providers, and materials to accomplish scope of work.

    + Develop scopes of work and bid schedules to support RFQs.

    + Confirms adherence to construction specifications and safety standards by monitoring project progress in the field, inspecting construction site, and verifying calculations, quantities, placements, and disposition.

    + Oversee and review work of personnel, subcontractors and consultants to ensure compliance with approved plans and acceptable tolerances.

    + Coordinates project activities with government regulatory.

    + Ensure that appropriate and required testing is completed by qualified personnel using properly calibrated equipment.

    + Assure compliance with contract requirements and protection of contractual rights and thoroughly understand the measurement & payment of each item of work.

    + Work with Project Controls support to ensure work progress estimates accurately align with pay quantity items.

    + Complete related documentation (field reports, logs, meeting minutes, online submittal sites) in a timely and accurate manner including maintaining the project submittal log, all field inventory logs, and all daily reports.

    + Identify changes in project scope and develop requests for information (RFIs) / change orders (COs)in a timely manner.

    + As requested, investigate and recommend solutions in response to field changes, RFIs, and resolve issues related to the quality or applicability of installed equipment, and issues regarding system operations.

    + Develop and obtain client approval of field change requests.

    + Layout and record field locations using field land survey geo-positioning systems.

    + With Project Controls support record and track all RFIs, COs, and support development of modification proposals and claims/request for equitable adjustment (REA)

    **EXPERIENCE/EDUCATION**

    + This position requires a Bachelors degree in Engineering, Engineering Management or related field is required from an accredited institution. This includes a minimum of: 32 college semester credit hours of higher mathematics and basic sciences; and 48 college semester credit hours of engineering science and/or engineering design courses

    + Equivalent combination of education and experience may be substituted for this requirement.

    + A minimum of 5 to 7+ years of experience required

    + California PE license or ability to obtain within 6 months of hire is required.

    + Ability to obtain Qualified SWPPP Practitioner / Qualified SWPPP Developer certification.

    + Specialist in a related technical/engineering field

    + HAZWOPER 40 Hour Certification with current 8 Hour Refresher

    + USACE Contractor Quality Management for Contractors certification is desirable.

    + Use of geo-positioning systems to layout and verify and record final system/excavation locations.

    + Four years or more of progressively responsible experience performing soil excavations, slurry wall installation, shoreline restoration, in-situ soil stabilization, radiological contaminant analysis/surveys, field engineering support, or quality control on environmental remediation or hazardous waste management projects; 3 years of self-directed work and at least one year supervising and/or reviewing the work of other engineers.

    **KNOWLEDGE, SKILLS & ABILITIES**

    + Proficient in all applicable principles, procedures, and practices of pertinent engineering field(s) and applies engineering principles appropriately on multiple projects at same time.

    + Proven communication skills; proficient in written and verbal formats and with diplomacy and tact; strong technical writing skills

    + Strong analytical and critical thinking skills, with a high level of accuracy in calculations and design.

    + Prepare reports, figures, drawings, specifications, and other deliverables

    + Ability to conduct both desktop assessments and field reconnaissance

    + Strong organizational skills, and skilled at leading dispersed teams to accomplish tasks and activities adhering to established budget and schedule.

    + Adept in achieving project objectives by properly reviewing/ inspecting work for adherence to approved technical plans, drawings, and specifications.

    + Demonstrated knowledge applying engineering standards of practice and regulatory codes and standards to environmental and field techniques.

    + Comprehensive knowledge in reading and comprehending client requirements, technical plans, engineering drawings, specifications, and related technical documentation.

    + Organizing and maintaining accurate project documentation, including progress reports, daily reports, weight tickets, RFIs, COs, REAs, and quality control measures.

    + Established track record in effectively engaging with subcontractors.

    + Knowledge of map creation software and photo imaging software.

    + Competent in using Microsoft Office products (Excel, Word, PowerPoint, Outlook), Windows, and Microsoft Project.

    + Familiarity with design software, such as Autodesk, AutoCAD Civil 3D, MicroStation, and GIS.

    **WORKING CONDITIONS** **:** This position requires the ability to utilize a keyboard and similar equipment typically found in an office environment. In addition, this position requires the following:

    + Intermittent exposure to repetitive motions of the wrists or hands

    + The ability to view a computer monitor and distinguish figures or symbols.

    + Climbing ladders, scaffolding, or similar equipment found on a construction job site.

    + Walking, standing, or sitting for extended periods.

    + Travel domestically to office locations and project sites.

    + Incumbents in this position must be able to lift up to 50 pounds occasionally.

    + Work in outdoor conditions that include inclement weather, heat, and humidity.

    + Work in an environment with dust, loud noise and/or vibrations.

    + Exposure to indoor and outdoor work environments with hazards typically found on a construction or hazardous waste site (moving vehicles & equipment, and potentially hazardous materials and environments).
