    About the Position:

    Description

    SUMMARY
    The City of Roanoke is seeking a Senior Budget/Business Analyst to perform a wide variety of activities focused on analysis and re-engineering of business processes to maximize quality of service and cost effectiveness from the perspective of budget planning and monitoring or the advancement of technology. The successful candidate will manage projects for the department.

    Department of Management & Budget:
    The City of Roanoke's Department of Management & Budget is seeking Senior Budget/Business Analyst to develop and evaluate operating and capital budgets and operational methods and procedures of all City departments . The successful candidate will help facilitate the Budget Manager in the development and implementation of the budget process; manage projects for the department; assist in the development, preparation, publication and monitoring of the annual operating and grants budget, capital improvement program and capital maintenance and equipment replacement program; and develop and analyze financial trend information and prepares related analytical reports for review. Bachelor's degree from four-year college or university with major course work in business management, public administration, accounting or related field ; Governmental financial or project management experience; five or more years related experience and/or training in the application of related principles and techniques; or equivalent combination of education and experience.

    "SPECIAL ASSIGNMENT" Selected candidate will initially be on special assignment, working out of the City Municipal Auditor's office, assisting with GRTC operations. The special assignment will include financial review, reconcilement, and preparation of statements, preparing the organization for the annual audit, and general financial oversite. The duration of the special assignment is expected to last through the end of the calendar year as the goal is to close the fiscal year and have this employee assist with the preparation of this component unit's financials for inclusion in the City's ACFR.

    Examples of Duties

    ESSENTIAL DUTIES AND RESPONSIBILITIES include some or all of the following. Other duties may be assigned.

    Helps facilitate the Budget Manager in the development and implementation of the budget process.

    Assists in developing and implementing programs targeted at improving efficiency.

    Manages projects for the department.
    Conducts requested research and surveys and presents results.

    May be responsible for the testing, documentation, and training of the Budgeting system.

    Researches and advises on alternative solutions for business challenges, preparing management reports as necessary.

    Prepares cost/benefit analysis.

    Makes formal presentations orally and in writing.

    Develops and analyzes trend information and prepares related analytical reports for review.

    Participates in a variety of special projects and provides project management expertise and support.

    SUPERVISORY RESPONSIBILITIES
    Functions as the Budget Manger in their absence and may be called upon to act in a leadership role for specific projects but does not have regular supervisory duties.

    Typical Qualifications

    For the Department of Management & Budget:

    Assists in the development, preparation, publication and monitoring of the annual operating, capital and grants budget and ensure budget requests are accurate and in compliance with applicable laws.

    Assists departments in developing performance measures that relate to goals and objectives outlined in their strategic business plans

    Analyzes work methods, performs work measurement, manpower staffing studies, policy analysis, evaluation of alternatives, development of cost projections, organizational planning, problem solving, complex budget analysis for city departments.

    Develops and analyzes trend information and prepares related analytical reports for review

    Makes formal presentations orally and in writing.

    Incorporates strategic planning into organization's budgetary and operational planning processes

    Must have a level of competence to be able to train and if necessary supervise other Budget Business Analysts in their duties.

    Should have an understanding of relevant local, state and federal laws and their impacts on the finances and operations of the organization.

    Must have successfully completed the VGFOA Certificate program or be a Certified Public Finance Officer (CPFO).

    QUALIFICATIONS
    To perform this job successfully, an individual must be have strong interpersonal and technical writing skills, a detailed knowledge of process re-engineering and proven technical ability. Must have the curiosity, self-drive and ability to work independently and utilize any tools available for successful research and analysis.     EDUCATION and/or EXPERIENCE
    Bachelor's degree from four-year college or university , project management experience, familiarity with accounting principles and practices and stay current on any changes that occur. They must have five or more years related experience and/or training or any equivalent combination of education and experience.

    OTHER REQUIREMENTS:
    LANGUAGE SKILLS
    Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond effectively to inquiries orally and in writing. Ability to make effective presentations to city council, management, public groups, and/or boards of directors.

    REASONING ABILITY
    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and deal with an extensive variety of variables. Ability to think logically.
