    Summary

    This position is located in the Medical Research Service of the Ralph H. Johnson VA Medical Center, which is affiliated with the Medical University of South Carolina.

    Duties

    This is a bargaining unit position. VA offers a comprehensive total rewards package:
    Work Schedule : Monday - Friday, 8 am - 4:30 pm
    Compressed/Flexible Schedule : Available - at the discretion of management
    Telework : Available - at the discretion of management

    Physical Demands : The work is sedentary. Some walking, lifting and carrying may be required. Major Duties :
  • Provides financial advice to investigators or other members of the Research Service administrative office on budget-related matter such as types of available funding, formulation of their research budget, preparation of budgetary sections of VA funding submissions, etc.
  • Assists in purchases involving equipment, contracts or services, the Budget Analyst works in conjunction with investigators and contracting to prepare all needed documents required for the purchase, including justifications, vendor information, IT documentation, etc.
  • Oversees all aspects of the Research Service fiscal program and, in conjunction with the Administrative Officer (AO) and Associate Chief of Staff (ACOS) for Research, strategically plans, prepares, and carries out the fiscal program for Research Service, to address both immediate and long range budgetary needs.
  • Provides broad budgetary and administrative support to the ACOS for R&D, the AO for R&D, research Investigators and their staff supporting those investigators with VA funding. Incorporated in this includes maintaining separate cost accounting ledgers for current and prior year appropriations, BLR&D, CSR&D, RR&D, HSR&D, Career Development programs, Cooperative Studies and separate cost centers, plus General Post Fund Accounts (funds from numerous sources donated for research).
  • Assists the AO and ACOS for R&D and Research Investigators in areas of human resources management for the service. This includes identifying personnel needs, determining the best approach to fulfill the needs (temporary, term, career, , controlling and monitoring the service's FTEE usage and level. Explore methods to support those investigators whose funding is pending or being phased out of the research program due to lack of funding.
  • Assembles historical data on costs and cost trends, and forecasts, allocates and tracks fiscal expenditures and human resources demands. The work involves comparing and contrasting current and historical budget and workload data for the same or closely related programs and activities to discern trends in spending and to anticipate needs for funds or reprogramming actions.
