    Overview

    GovCIO is looking for a Healthcare IT Technical SME/Architect SME/Technical Project Manager to join our Health PMO team. The candidate should have experience with a civil agency, preferably Veterans Affairs. The environment is dynamic and client needs are often evolving. As such, thought leadership, problem-solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important. Additionally, flexibility and forward-thinking views are important for success.

    The ideal candidate should have experience with enterprise architecture, solutions architecture, and technical project management. The ideal candidate should have experience leading architecture and engineering of solutions for healthcare IT systems such as (VistA, HealthShare, VDIF, JHIE, etc.). The candidate should have experience with a civil agency, preferably Veterans Affairs.

    This position will be remote full time.

    Responsibilities

    • Responsible to inform, advise, and assist in developing strategy, architecture, roadmaps, and technical plans using expert knowledge of Healthcare IT systems.
    • Able to lead discussion, provide guidance, best practices, and expert recommendations to support the mission of the Health Data Management Sub-Product Line within the Health Informatics Product Line, under the VistA, Education, Research, Data, and Informatics (VERDI) portfolio.
    • Understand strategy and architecture at the enterprise, portfolio, and product line levels as well as customer goals and constraints and inform/assist in the definition of the sub-product line architecture and technical plans to achieve the overall customer vision.
    • Review, analyze, and evaluate technical needs for information system platforms and solutions based on Healthcare IT systems and technical stacks such as (HealthShare, IRIS, IRIS for Health, VistA, and VDIF) inform and advise on target architecture solutions.
    • Create and present briefings and white papers for technical teams, business, management, and executive audiences as requested.
    • Advise and assist in development of definingcapability models, system interaction models, service models, data models, deployment models, security models, process models and associated diagrams, tables, specifications, descriptions, concept of operations, reference architectures, and technical guidelines.
    • Analyzes and makes recommendations for improvements to the quality and maturity of system engineering, software engineering and operational aspects of solutions.
    • Drafts white papers and technical recommendations.
    • Drafts formal strategy documents defining goals, objectives, actions, measurable outcomes and results.
    • Drafts traceability maps between solution architecture components and organization, business, and enterprise objectives, product objectives, and solution capabilities.
    • Provides in-depth and detailed technical guidance for implementation of features.
    • Performs analyses of alternatives and cost-benefit analyses for solution options.
    • Assists in the maintenance of product roadmaps, as requested.
    • Quickly develop a holistic understanding of the organization's current IT architecture, business operations, in-flight technology modernization initiatives and future plans.
    • Build a trusted advisory relationship with Customer Technical Directors, DevSecOps vendor technical and architecture teams, as well as program leadership.
    • Monitor/interpret technology memos/policies/directives from higher leadership and recommend approaches.
    • Proactively and insightfully report/document delivery of value.
    • Manage Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps, or other iterative development approaches.
    • Strong program management, governance, oversight, and reporting capabilities.
    • Strong analytical and time management skills to support competing priorities, data calls, and ongoing progress reports.
    • Expertise in managing parallel projects under a complex program while also providing program level support cross-functionally.
    • Experience with creating a strategic roadmap, with alignment to goals and operations plans.
    • Serve as an escalation point for customer concerns if/when they arise and identify appropriate resolutions to achieve client satisfaction in a timely manner.
    • Improve product line performance through automation, continuous integration pipelines, and other means.
    • Understand existing processes and identify how to improve and streamline them to improve team efficiency and effectiveness.
    • Provide support for product teams as it relates to automation, CI/CD, and DevOps and/or DevSecOps.
    • Responsible for collecting, analyzing, managing, and reporting key Product Line execution status and metrics across all aspects of the Agile product development lifecycle.
    • Responsible to support communications, program baseline support, strategic planning and analysis, data collection, quality reviews, risk management, scheduling, and overall management of supporting sub-product line.
    • Monitor, track, and provide client reports on project schedule, work plan, risks, and budget to ensure the project meets targeted dates and goals.
    • Identify and manage risks and issues impacting the progress and outcome of the sub-product line.
    • Provide in-depth reporting support and take ownership of the status reporting and preparation of detailed updates that go to Senior Leadership.
    • Support fast turnaround requests for data calls and be able to understand the ask and request data from the appropriate program resource.
    • Meet with project managers or stakeholders to identify and resolve issues.
    • Create project deliverables, including artifacts and ensuring that they adhere to quality standards.
    • Use source data to evaluate the effectiveness of projects and business processes.
    • Leverage excellent writing skills to translate complicated issues from multiple information sources into a clear point of view, and create a compelling, concise, and well-written narrative
    • Leverage excellent presentation development skills to synthesize complex information into succinct visualizations using PowerPoint and work with graphics designers to develop advanced visualizations.

    Qualifications

    Required Skills and Experience

    • Bachelor's Degree in a Business, Engineering, or other Technical discipline plus 5 years of specific experience in lead technical roles; and additional 7 years of experience can be used as a substitute for the degree requirement. Expert knowledge of Healthcare IT systems and solutions, including experience in architecture, engineering, or similar technical roles.
    • Able to articulate and communicate highly technical materials to engineers, architects, managers, business stakeholders, and executives.
    • Ability to work in a fast-paced, collaborative environment.
    • Ability to lead as a seasoned technical subject matter expert and technical project manager with significant healthcare industry experience supporting very large-scale customers.
    • Effective written and verbal communication skills.
    • Display interpersonal skills, problem-solving skills, and time management skills.
    • The ability to guide senior management through the development of technical strategy and architecture best practices for a major initiative spanning multiple products. This includes the ability to evaluate and present information that will facilitate effective and timely decision-making through written and oral communication materials that effectively summarize findings with recommendations.
    • Understanding of architectural models demonstrating how products, operations and systems interoperate within the organization.
    • Demonstrated abilityto distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences and tosuccessfully communicate with technical, business, management, and executive stakeholders.
    • The ability to work with multiple IT architecture and DevSecOps teams to achieve success in large scale multi-year initiatives.
    • Well-versed in DevSecOps culture, processes, measures, and tooling.
    • Experience in Visio and PowerPoint.
    • Experience in researching as-is architectures.
    • Experience in developing technical roadmaps.
    • Excellent planning and project oversight skills.
    • Excellent leadership, management, and interpersonal skills.
    • Excellent prioritization and time management skills.
    • Excellent attention to detail and ability to meet deadlines and stay organized.
    • Excellent conflict management and servant leadership skills.

    Preferred Skills and Experience

    • Preferred experience in performing Enterprise or Solution Architecture support for a large government system and provide in-depth synopsis during initial interviews with current supporting staff.
    • Preferred experience supporting or leading within the Veterans Affairs Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration
    • Preferred experience with platform architecture and multi-tenant solutions.
    • SAFe certified or significant experience in SAFe or a SAFe transformation
    • Jira experience.
    • Preferred experience with Visual remote collaboration tools.
    • Preferred experience in systems and technologies such as VDIF-EP, JHIE, VHIE, REST, SOAP, SDA, HL7, EHR, FHIR, HealthShare, HealthConnect, IRIS, VistA, etc.) .
    • VA-specific project management experience (Preferred)
    • Project Management Professional – PMP Certified (Highly Preferred)
    • Certified SAFe
    • Demonstrated hands-on experience in DevSecOps environment
    • Understanding of Lean Six Sigma and LEAN principles and processes
    • Release Management and Configuration Management understanding
    • Willingness and ability to quickly learn new skills, new client environments, and grow domain expertise.
    • Experience with Jira, GitHub, and SharePoint is desirable.
    • Experience with VistA or MUMPS applications is desired.
    • Experience with the patch and software maintenance release process is desired.

    Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.

    Posted Pay Range

    The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

    USD $145, USD $160,000.00 /Yr.
