    GENERAL SUMMARY

    The City's Construction Services team is busy and growing We are seeking motivated Engineer I's to play key roles in our Capital Projects. The Construction Services team is responsible for providing construction support during construction of City Capital projects. Our team supports an annual Capital Improvement Program of $50 million to $70 million.

    The Construction Services team is part of the City of Shoreline's Public Works department which comprises over 60 people. Public Works includes three divisions (Engineering, Utility Operations, and Transportation Services) which provide planning, project delivery, operational services, and maintenance services to the community. We are a collaborative team focused on the needs of our community. We operate based on a philosophy of continuous improvement and are pleased to have achieved the American Public Works Association (APWA) Accreditation. We serve a growing, ethnically, and racially diverse community of 56,000 located directly north of Seattle in King County, Washington.

    With this posting we are seeking to fill one Engineer I - Capital Projects position. The individual selected for this position will support the Engineer II's and Engineer III's through all the construction stage of project delivery. This individual will also support the Construction Services Manager and will work closely with the ROW Inspectors as well as construction management consultants.

    We are seeking a motivated individual with experience in construction documentation, familiar with WSDOT Standard Specifications, and delivering federally-funded projects.

    DEFINITION
    Perform advanced technical engineering support services and mid-level professional engineering design, review and construction management functions. Duties and responsibilities can include but are not limited to engineering design, construction management, cost estimating and scheduling, and project management. Establishes and maintains cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provides highly responsible engineering support to City departments.

    EXAMPLES OF DUTIES

    ESSENTIAL AND MARGINAL FUNCTIONS Essential and other important responsibilities and duties may include, but are not limited to, the following:
    Essential Functions:
    1. Assist in managing complex capital projects.
    2. Manage basic transportation, surface water, wastewater and facilities projects independently and/or under direction of assigned staff.
    3. Identify calculation methodology and perform engineering calculations.
    4. Conduct field inspections to assess system function and design. Prepare work orders to correct defects and deficiencies.
    5. Assess and review road, traffic, drainage, and environmental studies for assigned projects.
    6. Assist in preparing project scope of work, budget, and schedule; assist in preparing and applying for permits.
    7. Develop or assist development of bid specifications and solicit bids for assigned work.
    8. Investigate field and off-site conditions for projects. Determine appropriate codes and requirements that are relevant to the project. Investigate complaints or inquiries.
    9. Assist in the review of contract submittals and maintain documentation records for projects.
    10. Prepare, review and process change directives and change orders.
    11. Review and file inspector daily reports and field note records.
    12. Prepare, review and process monthly pay requests for construction contracts.
    13. Maintain individual project construction management filing system.
    14. Conduct construction, maintenance, and compliance inspections under the direction of senior staff.
    15. Assist in the review of contractor's compliance with construction procedures; check materials for proper approval, certification with contract specifications, and other contractual requirements and apply enforcement methods as assigned.
    16. Evaluate and analyze environmental documents or help prepare these documents.
    17. Conduct surveys, keep field notes, operate levels, data collectors and perform survey calculations.
    18. Participate in the analysis, interpretation and application of relevant federal, state and local laws and regulations.
    19. Plan, conduct and evaluate the results of field materials tests.
    20. Communicate with residents; analyze engineering and service issues and prepare reports, memos and/or public correspondence.
    Marginal Function:
    1. Perform related duties and responsibilities as required.
    2. Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.
    QUALIFICATIONS

    Knowledge of:
    • Engineering design for roadway, surface water, wastewater or other infrastructure projects including Washington State regulatory requirements and/or design standards.
    • Mathematical analysis.
    • State and local design standards including WSDOT/APWA Standard Specifications.
    • Computer applications for word processing, spreadsheets, presentations, and databases.
    • Construction management techniques and principles, including inspection, and enforcement.
    • Contract administration techniques and principles, including bid-specification development techniques and principles.
    • Familiarity with methods and procedures for managing State- and Federally-sourced grant funding including WSDOT Local Area Guidelines.
    • Pertinent Federal, State, and local laws, codes and regulations
    Ability to:
    • Participate and work effectively in an organization committed to advancing principles and practices of equity and anti- racism.
    • Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design, and construction.
    • Assist in community outreach efforts by facilitating public meetings, responding to inquiries, and preparing website information.
    • Oversee and participate in the management of a comprehensive capital projects program.
    • Review capital project construction plans and specifications.
    • Participate in constructability reviews of construction projects. Inspect work for completeness and proper work methods.
    • Assist in oversight of individual City capital improvement projects.
    • Assist preparation and review of engineering estimates for a variety of projects, including design, administration, and construction cost.
    • Monitor grant funding through internal and external reporting and records management and maintenance.
    • Coordinate the work of consultants and other project staff.
    • Work independently or within a team.
    • Interpret and apply Federal, State, and local policies, laws, and regulations.
    • Communicate clearly and concisely.
    • Establish and maintain cooperative, effective working relationships with those contacted in the course of work.
    • Learn and apply Lean and continuous improvement principles and techniques.
    Experience and Training Guidelines
    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:
    Three years managing and reviewing for conformance construction documentation for capital projects in transportation, surface water, wastewater, or facilities. At least 2 years of experience with capital and federally funded projects documentation review.

    Training:
    Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning or construction management.

    License or Certificate:
    Valid state-issued driver's license.

    Employees Working Remotely:

    All benefit allocations are pro-rated for part-time regular staff.

    Each full-time regular employee receives Tier I allotment per month to buy benefits for themselves and family members, including domestic partners. If the employee does not use the entire allotment, the remaining amount goes into a deferred compensation (457) plan. If the cost is greater than Tier I allotment, the employee moves to Tier II allotment and is able to receive an additional contribution from the City of up to a current year total amount.     Mandatory coverage includes Life Insurance, Long Term Disability, PERS (State retirement) and 401a social security replacement.

    Coverage includes Regence, Kaiser, Delta Dental, Willamette Dental, Vision, Flexible Spending Accounts for medical and/or childcare costs, Employee Assistance Program and Supplemental Life Insurance.

    We also provide free ORCA passes. Eleven holidays are observed along with two personal days are provided each year. Additional three management days are included for exempt employees. Vacation starts at 11 days per year. Sick leave is accrued at 8 hours per month.
