Overview:

Reporting to the Vice Chancellor and Chief Financial Officer, the Office of Academic Planning and Budget (APB) supports UCLA executive management and campus-level strategic planning by providing objective and timely data and analysis to inform central and unit decision making processes.

It acts in an advisory role to the Chancellor and Executive Vice Chancellor/Provost in the allocation and administration of all campus funds.

In addition, the office interacts with the Office of the President (OP) to ensure that the campus resource base and its flexibility are maximized and that the campus academic performance and programs are accurately characterized in systemwide reports.


Responsibilities:


As a member of the Campus Budget Services team, the Financial Analyst administers and analyzes APB's budget operations under general supervision of the Director of Campus Budget Services.

The position involves administration of the organizational budget including daily operational tasks and approvals, developing, drafting, and implementing financial reports for budgetary and financial planning, and resource allocation (with a particular focus on Chancellor's Commitments and the Academic Salary Program).


The incumbent monitors internal controls and accountability with respect to the financial activities of the department in compliance with applicable federal and state laws and university policies and regulations.

In addition, the incumbent analyzes and drafts recommendations for financial plans, including annual resource allocations, future requirements, operating forecasts, and ad-hoc reporting.

Also, the Financial Analyst participates and supports all fiscal year-end budget activities.

Qualifications:

  • Experience with a financial system (preferably in a higher education environment) to compute transactions, analysis, interpret ledgers, and advise staff. (required)
  • Working knowledge and experience balancing UC Academic and Staff Rosters, and a clear understanding of the UC Staffing process. (preferred)
  • Knowledge of General Fund, Fee Funds, Overhead Funds, Agency Funds, Endowment Funds, and Sales and Service Funds, and others, as well as the University policies and procedures related to the use of these funds. (preferred)
  • Demonstrated knowledge of Campus administrative units and their services, roles and responsibilities; ability to engage them appropriately to obtain needed information and services. (preferred)
  • Knowledge, skill and ability to be selfdirected and to work both independently and with teams with colleagues from a wide range of backgrounds. (required)
  • Skill in writing concise, logical, and grammatically correct correspondence and reports. (required)
  • Ability to design presentations for groups and individuals that provide information using common software tools to facilitate their understanding of financial and budgetary matters. (required)
  • Strong analytical skills and ability to identify and quantify financial information needs and to plan and develop database queries and reports to resolve difficult problems or to explain complex situations. (required)
  • Demonstrated skill in using computer software to facilitate budgetary and financial analysis, including a strong ability to use desktop database systems, query languages and tools, as well as MS Excel, Word, and PowerPoint. (required)
  • Experience with University online Financial Systems such as UCLA Financial Web Reports, UCLA Document Direct, ASR System, Consolidated Gift Fund Reports, Transfer of Funds. (preferred)
  • Demonstrated skill in answering employee questions regarding budget or financial issues; along with the ability to handle sensitive, confidential information and requests with judgement and tact. (required)
