    Summary:

    The Project Controls Engineer is responsible for assisting Project Engineers & Project Managers in developing and implementing:

    Tracking of Detailing, Fabrication & Installation of process piping, equipment and/or components, with Progress & Scheduling Support

    implementation of a Man-Power Plan for the complete project to identify need of resources; comparison of (a) Budgeted Man-Hours vs. (b) Planned Man-Hours vs. (c) Actual Man-hours

    Establish a level of measurement of earned values/or/earned man-hours in order to compare them to actual spent values/actual spent man-hours => this will determine productivity trends and thus, help identify reasons for variation/deviation

    Establish a material management tool that encompasses the individual widgets used in the process, allowing them to be tracked when placing & tracking purchase orders, managing receipts & inventories, identifying shortages, overages, and based on this, making analysis/comparisons of budget quantity/needed quantity /available inventory quantity /etc.

    Establish project schedules that are resource loaded and integrated into a site master schedule for manpower requirements and conformance and integration with the job schedule.

    Establish Project Issue Tracking and Schedule Impacts Log in order to assist the official documentation of impacts experienced by Kinetics and the respective communication to the inflicting party (either Customer, Subcontractor, Supplier, End-customer).

    Assist in the implementation of Lean Construction techniques such as Pull-Scheduling and the Last Planner System.

    Assist in the implementation of a Project Cash Flow Plan and the respective maintenance of this report.

    Create reporting of labor productivity and material management issues to the respective Project Manager and Branch Manager.

    Reports any potential cost overruns, schedule issues, and material control issues to the respective Project Manager and Branch Manager.

    Essential Duties and responsibilities

    1. Man-power Planning and Labor Productivity

    To assist the Project Manager to formulate and document the crew and supervision plan for a project including ramp-up and ramp-down.

    To update the manpower plan to reflect changes in project scope or schedule.

    To track actual manpower against planned manpower to identify deviations from the plan and take corrective action.

    To establish a process and define the methods and tools used to capture, track and report labor productivity. Application of these methods and tools will provide:

    Feedback to labor supervision and management on current project performance

    Information used in accurate forecasting.

    Feedback for updating Manpower Tracking and Schedule

    Visibility on historical labor performance.

    Validation of labor forecasting.

    B. Material Tracking

    Utilizing a systematic approach to material management ensures all material flows to the project at the proper time, in the proper place, in the proper quantity, minimizing labor impacts due to material shortages and misplacement.

    Coordinate with Project Engineers and Project Managers to ensure that all projects are being tracked for material control. Work with the assigned project representative to set-up the initial formats for material tracking. Review on a weekly basis, the data generated from such reports with the respective Project Manager. If there are any issues of concern provide a written report to the respective Branch Manager and Project Controls Manager/Director.

    1. Scheduling:

    Development of project schedules including resource loading and cost budget distribution. The Project Controls Coordinator will work with the Project Managers to develop detailed schedules, including budget and resource loading. The Project Controls Coordinator will follow up with the Project Engineers and Project Managers to see that all change orders are incorporated into these schedules as they are approved and see that the schedules are updated with physical percent complete and remaining duration on all activities.

    Integration of Schedules into a Site Master Schedule

    The project schedules will be integrated into a site master schedule (if required) so that resource requirements and various other site schedules can be produced. Cost forecasting of all projects to assist in the determination of budget overruns and under runs. Based on the percent complete of activities versus the percent expended the Project Controls Coordinator will project budget variances for each project and publish the results. Vendor schedules, subcontract schedules, and major equipment delivery schedules will need to be integrated into the site master schedule. The Project Controls Coordinator will produce various schedules based on the site master schedule to assist our vendors, subcontractors and project personnel in planning their work to support project sites.

    Site Resource Requirement Analyst, Revenue and Headcount Forecasting

    The Project Controls Coordinator will evaluate site resource requirements based on the site master schedule. The headcount and revenue forecast will be developed based on the near-term resource requirements per the site schedule and forecasted work provided by and approved by the Project Manager(s).

    Production of a Two-Three/Six Week Look-Ahead Schedule

    The Project Controls Coordinator will work with the Project Engineer(s), or Project Manager(s) and Superintendent(s) to produce a two-week look-ahead schedule to assist in the near-term site planning activities, until they can produce the schedules themselves.

    Establishment of an Issue Tracker and Schedule Impacts Log

    To provide a methodology to help solve problems when symptoms are understood but the root cause is not immediately apparent.

    To help identify chronic problems requiring the development of more company-wide global solutions through maintenance of project Issue Logs.

    To identify external impacts to Kinetics that could be affecting schedule, cost and productivity, to help document these findings and evaluate the respective impact. Immediately assist the Project Manager in implementing the necessary schedule delays and prepare the respective Scope Change Proposals to get compensated for the effect of these impacts.

    Implementation of Lean-Construction Techniques

    The Project Controls Coordinator will work with the Project Engineer(s), or Project Manager(s) and Superintendent(s) to establish and implement Lean Construction Techniques on their projects, including but not limited to Pull-Scheduling and the Last Planner System.

    D. Cash Flow Management

    Assist Project Managers in the preparation and periodic maintenance of the Cash Flow Plan. The goal of all Kinetics projects must be to maximize both profitability and positive Cash Flow. The potential for improving project cash flow is only limited by our ability to inventively pursue all ethical and reasonable methods of expediting collections and deferring disbursements. Will need to be able to understand all factors that affect cash-flow so that the proper recommendations could be made.

    E. Job Cost Review and Reporting

    Review job cost as assigned and report information regarding proposed changes to both the Branch Manager and Project Manager(s).

    Monitor job cost as assigned and report all information as it relates to changes which will affect cost or margin to both the Branch Manager and Project Manager(s).

    Audit administrative procedures at project sites or for projects as assigned and review results with the Branch Manager and the Project Manager(s).

    Qualifications

    • Knowledge in Accounting for Construction Principles.
    • 3-5 years of project controls experience.
    • BS degree in construction management or related field
    • Advance knowledge in Electronic Worksheets like Microsoft Excel.
    • Practical knowledge of Critical Path Methods of scheduling is required.
    • Use of job cost software as well as scheduling software is required (Primavera experience is preferred, Microsoft Project as minimum).
    • The ability to work well with the Project Managers and to routinely complete the development and status of project schedules.
    • A basic understanding of fabrication and installation activities for piping systems is necessary. Understanding labor, material tracking, and monitoring systems for fabrication and field installation is also a fundamental requirement.
    • Knowledge and basic programming, Apps programming and site maintenance in the Microsoft SharePoint foundation and platform, which is the base of Kinetics Project Controls.

    Working conditions

    Standard office working environment with occasional jobsite trailer settings. Extensive computer work, long periods of sitting.

    Physical requirements

    • Ability to handle long periods of computer use. This job will require long periods of sitting, in an office and job site administrative setting. This job may also require being physically present on active construction sites, where activities like walking, climbing, squatting, kneeling, and other physical tasks will be necessary.
