    Associate Project Manager-Operations - Seattle, United States - Sound Transit

    Description
    Salary range is $60k to $140k, with a midpoint of $95k.

    New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

    Paid Time Off:

    Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service.

    Employees at the director level and up accrue additional days.

    We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.

    Parental Leave: 12 weeks of parental leave for new parents.

    All full-time employees will receive an ORCA card at no cost.

    Tuition Reimbursement:
    Sound Transit will pay up to $5,000 annually for approved tuition expenses.

    General Purpose


    Under general direction, this role supports the management of capital renewal and enhancement projects at operational transit facilities; assists in a variety of program and project management tasks and ensures that projects and services are delivered within time and budget constraints and in full compliance with all application policies, procedures and regulations; performs project management duties for assigned small projects, including participation in development of scope, coordination with consultant/contractors, contracts, and communication; coordinates resources, design details, planning activities and facilitates the exchange of information between Agency staff, consultants, design engineers and local jurisdictions; supports other project managers with professional and technical level project administration activities.

    Essential Functions

    The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.


    Manages small projects, including renewal, major maintenance, enhancement and related construction projects; leads the development of projects through all phases of the project lifecycle at operational transit facilities; ensures the project scope, schedule, and budget is effectively managed; evaluates and determines project resource needs; facilitates the procurement of project consultants and contractors.

    Monitors and controls project schedules and cash flow; participates in the development of project feasibility studies, final design, and technical documentation; coordinates internal Agency collaboration on project matters.

    Manages consultants and contractors, and administers assigned contracts; evaluates payment requests, submittals, and Requests for Information; reviews and comments on contractor progress reports, schedules, and invoices; works with staff to write, negotiate and issue clarifications and change orders; ensures compliance to technical plans and specifications; updates Agency configuration management on asset changes at project closeout.

    Researches topics and tracks work, writes memos, prepares spreadsheets, and develops summary documents for that research work; performs technical analysis of various types of data in support of project development and performance goals.

    Assist in developing and negotiating interagency and partnership agreements, including budgets, to accomplish project development.

    Advises project managers on technical aspects of projects; provides project administration support to other project managers, as required; develops meeting agendas, conducts project meetings, and documents meeting minutes; distributes project development documents, tracks and compiles reviewer comments, and follows up on comments to submittals, drawings, and specs reviews, etc.

    Supports the development and administration of project budgets; researches potential project work and develops budgetary estimates and scope summaries; consolidates and integrates planned project work into the overall capital sustainment plan; prepares requisitions and change orders; reviews invoices for approval and payment; and reviews expenditures throughout the year to ensure programs remain within budget and that appropriate cost centers are being charged.

    Assists in communicating with project stakeholders including Agency partners, the general public, neighborhood groups, businesses, property owners, and other community members to keep them informed about the status of the project; serves as a technical contact and responds to requests for information from other agencies and the general public; coordinates and participates in community outreach activities and participates in relevant public events; and prepares and makes presentations to a variety of stakeholder groups representing diverse needs, interests, and concerns.

    Manages, develops, and implements process improvements to improve project management efficiency, quality, customer satisfaction, collaboration, and consistency; creates project and process work flow diagrams; coordinates teams to implement Agency programs and initiatives; maintains and distributes team project portfolio performance reports; provides document and file management support for team project delivery efforts.

    Ensures personnel are oriented in department procedures, safety practices, systems operations, and other regulations; reviews safety issues with employees prior to the start of projects.

    Provides support to the Division on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

    Minimum Qualifications

    Education and Experience:

    Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, Transportation, Public Administration, or closely related field and four years of experience in providing project management support in public transit, planning, engineering or construction fields; OR an equivalent combination of education and experience.

    Experience in the management of scope, schedule, and budget of small to mid-size projects and project forecasting and budgetary planning preferred.

    Required Licenses Or Certifications

    Valid state driver's license.

    This role will perform inspections on construction sites, stations, and facilities, including locations that are not currently served by transit.

    Driving an agency vehicle will be necessary to perform inspections along our full alignment.

    Required Knowledge And Skills

    Building construction principles and practices including familiarity with building, plumbing, electrical, and mechanical trades.
    Operations, services, and activities of high capacity transit systems.
    Pertinent federal, state, and local laws, codes, and regulations.
    Principles of business letter writing and basic report preparation.
    English usage, spelling, grammar, and punctuation.
    Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
    Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
    Responding to inquiries and in effective oral and written communication.

    Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

    Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
    Completing project development duties for projects.
    Managing and completing multiple tasks, setting objectives/goals, and re-prioritizing as needed.
    Adapting to changing project assignments as needed to balance workloads and achieve other Department objectives.

    Negotiating and identifying solutions that balance the Agency's interests and those of the negotiating partner(s), within financial capacity and other constraints, as directed.

    Conducting research and analysis and providing appropriate recommendations based on findings.
    Interpreting technical information for a variety of audiences.
    Developing and delivering presentations and presenting ideas and concepts orally and in writing
    Working cooperatively with other departments, Agency staff, and outside agencies.

    Physical Demands / Work Environment

    Work is performed in a standard office environment, or remotely with ability to work independently.

    Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, or physical harm when working in the field.

    This position may work nights and weekends to complete tasks during non-revenue service hours.
