    ALTSA Contracts Administrator -

    The purpose of Management Services Division (MSD) is to provide administrative and support services to

    Aging and Long-Term Support Administration (ALTSA)

    and

    Developmental Disabilities Administration (DDA)

    HQ as well as the statewide field offices.

    MSD's program and services provide for agency accountability and credibility; support decision and policy making with accurate and timely information; and administer fair and equitable payment systems to support the provision of cost-effective care; and provide infrastructure and tools necessary for ALTSA and DDA to accomplish their missions.

    The Contracts Unit is a high-volume producing program. The seven-person team is responsible for statewide development, maintenance, monitoring and quality assurance activities related to contracts. As the Contracts Administrator, you manage and provide oversight and leadership of the unit's day-to-day work.


    You're responsible for the development and interpretation of policies and procedures to ensure that contracts created and submitted are comprehensive and meet the statutory regulations for each of the programs served.

    This is currently over 2,000 contracts each year.

    These contracts ultimately result in services provided to approximately 70,000 ALTSA clients and about 54,000 DDA clients who receive paid services.

    You will manage five Contract Specialists and one Management Analyst, all of whom are experienced and knowledgeable.


    This Lacey-based job can be performed from any city in WA state, as a hybrid telework schedule is available, with occasional in-office meetings.

    Some of what you will do


    Provide expert advice and consultation to program managers, administrators, and division directors on their interpretation of complex federal and state contract procedures.

    Direct Contracting unit for the ALTSA and DDA administrations to ensure compliance with DSHS rules and regulations regarding contract management, Department of Enterprise Services policies, Centers for Medicare and Medicaid Services (CMS] rules, and other state and federal laws.

    Create policies/procedures and provide statewide technical assistance for administration staff regarding contract management, contract monitoring, training, and insurance coverage requirements.

    Set policies for the monitoring and tracking of contracts and other related information that is required for reporting to CCLS and DES, including insurance, training and service.

    Design methodologies to update and implement changes to contracting systems and procedures for ALTSA and DDA, including interaction with payment systems.

    Respond to requests for information on systems and procedures from internal and external parties.
    Respond to requests from auditors.
    Respond to public disclosure/privacy requests.
    Coordinate and collaborate with Attorney General's office for contract language review/advice, document/reports generation as well as lawsuit related requests.
    Who should apply

    Those with the following are encouraged to apply:


    Bachelor's Degree in business, business law, public administration, or other related field; four (4) years of relevant experience may substitute for a degree.


    AND
    Five (5) years of professional experience in client service contracting, management or program management
    AND two (2) years of experience in supervision of professional staff;


    AND

    Comprehensive knowledge of state and federal contracting policies, regulations, and procedures.
    Knowledge of DSHS client and personal services contracting process.
    Understanding of ALTSA and DDA services and interactions between services and programs.

    Ability to understand complex issues quickly and to translate these issues to a general level of understanding within a diverse group.

    Ability to manage, motivate and direct a diverse work group.
    Ability to review processes and determine where improvements could be made.
    Ability to review and edit contract documents to ensure legal sufficiency, clear writing principles and performance measures.
    Ability to interpret policies, procedures, contracting reports, legislation and other rules and regulations.

    Ability to effectively communicate, both orally and in writing with peers, executive management, and staff from other agencies and segment of state and federal government.
