    Job Description


    Performs responsible technical and skilled work in the maintenance, repair and replacement of electrical, electronic and pneumatic equipment in wastewater and/or water pumping and treatment facilities; does related work as required.

    Work is performed under regular supervision of the W/S Plant Lead Electronics Technician.

    Essential Tasks

    Electronics Tech I


    • Services, maintains, and repairs instrumentation, transmitters, receivers, and switching equipment.
    • Performs general preventive maintenance duties.
    • Installs electronic equipment.
    • Performs basic maintenance of Wonderware & Ignition (SCADA/HMI), network management, and security systems.
    • Assists with maintaining spare parts inventory.
    • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
    • Participates in special projects and other duties as assigned.
    Electronics Tech II


    • All of the above plus:
    • Maintains, troubleshoots, and repairs electric and electronic systems.
    • Maintains, troubleshoots, and repairs instrumentation for measuring and transmitting level, flow, pressure, temperature, and other process characteristics.
    • Develops, programs, and implements software for computerized maintenance management system (CMMS), Wonderware & Ignition (SCADA/HMI), network management and security systems.
    • Troubleshoots 4-20mA loops.
    • Troubleshoots and edits PLC ladder logic programs.
    Qualifications

    Electronics Tech I


    • High School Diploma or GED equivalent
    • Valid North Carolina Driver's License
    • Must have the ability to establish and maintain effective working relationships with other city departments, employees, and the public.
    • Must be highly detail oriented and project a professional manner.
    • Must be able to climb lift station ladders.
    Electronics Tech II


    • All of the above plus:
    • Experience with computers, computer programming, SCADA systems, PLC programming, and electronics troubleshooting.
    Preferred Skills

    Electronics Tech II


    • Experience with 4-20mA circuits
    • Experience with Ignition and Wonderware SCADA systems
    • Experience with Allen Bradley ControlLogix and CompactLogix PLC ladder logic programming and troubleshooting
    • Experience with Hach, Endress+Hauser, and VEGA instruments
    • Experience with Auma valve actuators
    Special Requirements

    Electronics Tech I & II

    Hearing/Speaking -* (Talking - Expressing or exchanging ideas by means of spoken word).
    * (Hearing - Perceiving nature of sounds by ear).

    • Hearing in both ears must be average of 40 decibels in each of the following frequency ranges: 1000, 2000 and 3000 hz.
    Visual Abilities - the ability to perceive via eyesight is required for this position:


    • Acuity, far - Clarity of vision at 20 feet or more. Must be able to see surrounding terrain, people, vehicles, buildings, conductors, etc., from a distance. Necessary to see wide span of area while viewing work site during daily routine and emergency situations such as storms. Both eyes 20/2- R 20/30 - L 20/30 corrected
    • Acuity, near - Clarity of vision at 20 inches or less. Must be able to see and read transformer name plate, files, work orders, detailed construction drawings and wiring connections. Both eyes 20/22 corrected
    • Depth Perception - Three-dimensional vision. Ability to judge distance and space relationships so as to see objects where and as they actually are. Must be able to judge distances so as to use both hands in performing different tasks at the same. Essential in maintaining proper safety code clearances. Depth Perception - 4
    • Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span to cover program area while focusing on the job at hand. Must be alert to all that is happening.
    • Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This item is especially important when doing near-point work at varying distances from eye. Must be able to adjust the eye lens to glance quickly at participants or other people who are located at various distances.
    • Color Vision - Ability to identify and distinguish colors. Necessary in determining proper phase connection. Necessary in using National Electrical Color Codes for electrical installations and for all Lift Station, Metering and Conductor tagging and installations.
    • Night Vision - Ability to identify and distinguish between objects at night. Visual acuity to be correctable to 20/40 in either eye.
    • Respiratory - Breathing. Must be able to use respiratory protective equipment such as enclosed facemask. Must have a breathing ability of 60% on the FEV and FVC tests results in order to function properly in underground lift stations.
    • The senses of SIGHT, SMELL, HEARING and TOUCH are Required.
    • Must have physical stamina to withstand working under adverse weather conditions.
    Physical Strength - degree of physical demands typically associated with this position include:


    • Medium Work
    • Exerting up to 50 pounds of force occasionally, and/or
    • Up to 20 pounds of force frequently, and/or
    • Up to 10 pounds of force constantly to move objects and/or equipment.
    • Work requires walking, standing, climbing, carrying, bending, stooping, lifting, reaching, stretching, balancing, and sitting on different surfaces. There is significant use of arms, hands, legs, feet and back.
    • Types of Physical Demands
    • Reaching, Handling, and Fingering: (Reaching - Extending the hand(s) and arm(s) in any direction). (Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved). (Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling). All above are requirements of this job. Worker must have manual dexterity in both arms and legs. Musculo-Skeletal System requires flexibility for space maneuverability in underground lift stations. Worker must be able to climb and descend ladders using both hands while carrying tools and protective gloves and equipment. Must be able to use rubber protective gloves while installing small items such as washers, screws, and fuses. Must be able to climb ladders and tolerate confined and enclosed spaces.

Must work independently so good judgment is essential.
    Mathematics


    • Using Basic Algebra: Must be able to figure distance measurements, use electronic, mechanical, digital and analog devices and make relative reports; to solve basic linear and electrical equations.
    Language Ability


    • Read: Ability to read safety and other manuals, instructions, equipment readings, report information, ordinances, rules, regulations, street names and signs, work orders and other documents relating to the job.
    • Write: Ability to write figures, reports, make notes as needed to complete records and labels.
    • Speak: Ability to be conversant in voice and diction so as to participate in discussions and communicate well with supervisor, co-workers, and other City personnel in person, over two-way radio and by telephone; ability to perform proper and clear communication rapidly during emergency situations.

    Physical Surroundings:

    • The Worker is subject to Inside and

    Outside Environmental Conditions:
    Exposed to the various weather conditions and temperatures.

    The worker is required to work in extremely hot weather and extremely cold weather as well as in rain, sleet, snow, ice, fog, smoke, wind and lightning storms.

    This may require the individual to wear the same clothing and continue work for a period of time to exceed the normal work schedule during emergencies.

    Worker is subject to other conditions such as pollen, creosote and other substances that may cause allergic reaction. Worker may be working in close proximity to sewage.


    Hazards:

    • Hazards associated with the electrical power industry. Worker will be exposed to chemicals, extreme high voltages, gases such as SF6 and others, liquids, insulations, flammables and explosives. Work is subject to final standards of OSHA on bloodborne pathogens.

    Machinery/Tools/Work Aids/Other Equipment:

    • Service vehicles, multi-meter, personal computer, SCADA computer / network, O-Scope, transmation meter, soldering station, telephone, two-way radios, pens, pencils, O&M manuals, Personnel Resolution, rules, regulations, ordinances, policies, ladders and tools used in the electronics trade.
