The Opportunity


Reporting to the Team Lead, Health & Safety Strategy, Culture, and Governance - the Emergency Management Technical Authority (TA) is a senior-level SME that works with peers, stakeholders, and management to build long-range strategies around Emergency Management and establish, implement, and maintain practices, programs, and standards that enable the Organization to achieve these strategies.

The position is located in Houston, TX or Calgary, AB.


The Emergency Management TA is an integral part of TC Energy's Health and Safety Team, providing independent oversight and expertise in support of operational and construction activities located in Canada, USA, and Mexico.

The EM TA supports decisions that are well-informed and aligned with safety, reliability, and operational excellence.

The Technical Authority serves as a critical check-and-balance within the organization, collaborating with our counterparts in the field to achieve success through different yet complementary perspectives.

What you'll do

  • Provide an independent, technical viewpoint on Emergency Management governance s to identify potential risks, issues, or improvement opportunities.
  • Ensure direction and requirements reflect the collective expertise and best judgment of the SME community.
  • Review and approve changes or waivers to TC Energy requirements and standards for which the TA is responsible.
  • Work closely with the field teams to facilitate integrated decisionmaking that balances technical, operational, and business considerations.
  • Collaborate with fieldbased EM specialists to develop and maintain Safe Work Practices that align with the Operational Management System.
  • Champion a culture of health, safety, reliability, and continuous improvement across the organization.
  • Stay abreast of industry and discipline best practices, emerging technologies, and regulatory developments to maintain technical currency.
Minimum Qualifications

  • High school diploma or equivalent
  • Minimum of six (6) years of relevant experience in an emergency preparedness and response role in public sector emergency management, fire service, law enforcement, military, or private sector energy industry
  • Master level experience and qualifications in emergency management, to include Command and / or General Staff role on an incident response team
  • Demonstrated experience in the leadership and guidance of an Incident Command Post
  • Strong customer service and client relations background
  • Excellent interpersonal and communication skills, both verbal and written
  • Effective organization and time management skills, to include the ability to plan, organize, prioritize, and execute activities
  • Experience managing a project or program over two or more years that required strategic planning, prioritizing, budgeting, supervision, report writing, and problem solving
  • Ability to think both strategic as well as tactical depending on the need
Preferred Qualifications

  • Bachelor's degree or qualification in Emergency Management or other applicable discipline such as Public Safety, Project Management, Environmental Science, etc.
  • Experience and/or understanding of pipelines and oil/gas facilities, as well as storage
  • Incident Command System certification (i.e. 100, 200, 300 or higher, as well as role specific such as Incident Commander, Planning Section Chief, etc.)
  • Ability to manage diverse issues while away from a traditional office setting
  • Ability to manage conflict and use tact and diplomacy
  • Experience working closely with or in an emergency services agency
  • Have and maintain a valid driver's license and provide a driver's abstract (record) for review.
  • Travel to other company locations for temporary assignments, meetings, or training (estimated up 50% of work schedule)
  • Provide emergency support as required.
  • Successfully complete preemployment and Criminal background checks
