Advanced Resource Technologies, Inc. (ARTI) is currently recruiting for a
Business Financial Manager to support the Advanced Research Projects Agency for Health (ARPA-H). This position is full-time, exempt. Start date is immediate upon selection and public trust clearance processing as required.


SUMMARY
The
Business Financial Manager role would be supporting either the Health Science Futures or Resilient Systems Mission Offices.


PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Assist with Planning, Programming, and Budgeting Execution.
  • Assist in developing the initial program budget by working closely with Tech SETA(s) and PM.
  • Assist with financial planning and acquisition strategy development for new programs.
  • Assist with developing the S&T Board slide to present to DIRO.
  • Assist with new program development and ideation as needed.
  • Assist in development of program budget estimates.
  • Provide support in budget planning and execution to assist with strategy implementation.
  • Assist with drafting and routing the PROOF for program funding approval.
  • Assist with BAA formulation, as needed.
  • Attend Proposers' Day event.
  • Review cost proposals for submitted projects.
  • Conduct reviews of each Cost Proposal submission and develop requests for revision.
  • Include cost revision requests in the PM Summary and Selection Notification Letter, if relevant.
  • Assist with budget slides for the SRO Briefing by providing cost revision input.
  • Meet with the PM and ADPM on the program budget.
  • Route funding package to external agents or internally.
  • Set up Initial Negotiations Discussion with each selectee.
  • Review revised Cost Proposal submissions to ensure all requested changes were made.
  • Create all funding execution (Requisitions) documents for compliance to ensure they are executable by the Contracting Officer.
  • Draft and rout 7600A/B and D&F for interagency funding approval.
  • Coordinate communications and actions at each step of the contracting process.
  • Assist the Tech SETA(s) in drafting the Technical Evaluation of the Budget.
  • Route funding package to external agents or internally.
  • Attend and provide admin/logĂ­stical support, as requested. The BFM should be prepared to assist in the execution of the Kickoff Meeting and answer any general/budget questions raised by new performers.
  • Provide Subject Matter Expert support to the PM for project management, program management execution, budget, and contracting.
  • Monitor commitments, obligations, expenditures to ensure they meet program goals and are executed prior to expiration.
  • Develop spend plan documents and report to the ADPM and PA on a regular basis to ensure adherence to plan.
  • Track budget execution and alert PM if budget/spend plan adjustments are needed. (Schedule slips, operating under continuing resolution, end of fiscal year execution tracking).
  • Maintain PROOF budget documents (annual and periodic updates).
  • Interface with agents and performers to facilitate program execution, as needed.
  • Respond to data calls from ADPM and PAs.
  • Provide integration support with other offices at ARPA-H.
  • Manage PM's calendar and onlocation logistics for travel, as requested.
  • Coordinate Tech SETA(s)/team response on other documents and deliverables, as needed.

Job Requirements

  • Bachelor's degree in accounting or finance with 5 years of financial management related experience.
  • 2 years of budgeting experience.
  • Knowledge and experience of federal financial regulations.
  • Experience supporting in an R&D environment highly desired.
  • ARPA experience desired.
  • Effective oral and written communication skills.
  • Ability to work collaboratively with all team members.
  • Proficiency with Microsoft Office Suite
  • PowerPoint, Project, Excel, and Word.
