    is currently recruiting for a

    Business Financial Manager

    to support the Advanced Research Projects Agency for Health (ARPA-H). This position is full-time, exempt. Start date is immediate upon selection and public trust clearance processing as required.

    SUMMARY
    The

    Business Financial Manager

    role would be supporting either the Health Science Futures or Resilient Systems Mission Offices.

    PRINCIPAL DUTIES AND RESPONSIBILITIES
    Utilizing the ARPA-H financial management system to support procurement activities.

    Providing program planning support to the Program Manager, to include coordinating kick-off meetings and industry days, and constructing project plans.

    Supporting the construction of the program budget, and actively tracking all funding actions against the established budget.
    Creating briefings and reports to keep the Program Manager fully apprised of program financials, and deliverable progress.
    Assisting the Program Manager in preparing, coordinating, and evaluating BAAs, FOAs, RFIs, and RFPs.

    Coordinating with Contracting Officers and Contracting Officer Representatives to ensure that funding actions are compliant with all requirements of each contracting activity.

    Maintain proof budget documents (annual and periodic updates).

    Develop spend plan documents and report to Assistant Director Program Manager (ADPM) and Program Analyst (PA) monthly to ensure adherence to plan.

    Track budget execution and alert PM if budget/spend plan adjustments are needed. (Schedule slips, operating under continuing resolution, end of fiscal year execution tracking).
    Assist with financial planning and acquisition strategy development for new programs
    Assist with new program development and ideation as needed.
    Assist in development of program budget estimates. (e.g. IGCE's)
    Track timelines of awards to assist in identifying contracting agents for new programs.
    Assist in identifying, per Acquisition and Contracting Office's ((ACO) aka AMO) policy and procedure, external contracting agents.
    Ensure the integrity of the funding obligation process.

    Creates all funding execution (Requisitions) documents for compliance with the appropriation, reflective of program goals/intent and clarity to ensure they are executable by the contracting officer.

    Triangulate communications and actions at each step of the contracting process.
    Monitor commitments, obligations, expenditures to ensure they meet program goals and are executed prior to expiration.
    Provide Subject Matter Expert support to the Program Managers (PM) for project management, program management execution, budget, and contracting.
    Interface with agents and performers to facilitate program execution.
    Provide support in budget planning and execution to assist with strategy implementation.
    Respond to data calls from ADPM and PAs.
    Develop tools to manage program finances.
    Provide integration support with other offices at ARPA-H (including CO, ACOAMO, SRO, IT).
    Administrative support to the PM.
    Job Requirements
    Bachelor's degree in accounting or finance
    5-8 years of experience in accounting and/or financial analysis
    Previous DoD financial analyst experience is a plus.
    Experience in tracking technical and financial milestones.
    Requires knowledge/competence in web-based research as well as analysis using modern PC computer techniques, systems, and tools.
    Effective oral and written communication skills.
    Ability to work collaboratively with all team members.
    Proficiency with Microsoft Office Suite- PowerPoint, Project, Excel, and Word
