    GENERAL DESCRIPTION:

    Perform highly advanced and/or supervisory (senior-level) consultative services and technical assistance work as a part of the IT Finance and Resource Planning Team.Work involves planning, budgeting, forecasting, reporting, developing, coordinating, and supporting contract monitoring, and Resource Planning activities for Information Technology (IT) division and agency.May be required to train, lead, prioritize and/or assign the work of others.Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    The following Military Occupational Specialty codes are generally applicable to this position.

    ESSENTIAL DUTIES:

    1. Oversee the performance of a variety of technical, training, research, planning, policy, program assessment, process documentation, financial management and administrative activities of assigned program(s).

    2. Oversee the collection, organization, analysis, and preparation of materials in response to requests for program information, fiscal impact and reports.

    3. Plan, develop, and coordinate IT purchase requests and contract monitoring activities.Work under the guidance and direction of the agency's Procurement & Contract Services department to provide input into procurement documents and evaluation.

    4. Oversee the development and implementation of effective techniques for evaluating the program, identify the need for new programs, and provide guidance to staff in the development and integration of new methods and procedures.

    5. Oversee the completion of and monitor required administrative and performance reports, studies and specialized projects and recommend appropriate changes.

    6. Oversee compliance with program policies and procedures, statutes, and rules and take corrective action(s) as needed.

    7. Oversee the delivery of consultative services and technical assistance related to planning, budgeting, implementing, and monitoring of programs and services.

    8. Provide guidance to staff in the development and integration of new methods and procedures. Provide support for the Resource Managers, and Project Managers in the areas of Resource Planning and Project Control.

    9. Oversee the development of program policies, procedures, standards, progress of major information resource projects, and plan program activities in accordance with program objective and goals.

    10. Determine trends and resolve operational problems.

    11. Design and prepare financial reports and studies and perform specialized research projects.

    12. Provide strategic solutions for reporting, metric development, and project planning.

    13. Provide innovative approaches to promote adoption, increase data accuracy, and quality training.

    14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

    15. Perform other duties as assigned.

    Qualifications:

    GENERAL QUALIFICATIONS and REQUIREMENTS

    Education - Graduation from an accredited four-year college or university with major course work in business management or a related field is required.

    Experience - Minimum of five (5) years work experience analyzing operational effectiveness, financial management, recommending improvements, and implementing changes; developing and providing user training documentation, processes, and tools for one-on-one and classroom settings; and managing and directing team members is required. Working knowledge of project management concepts and procedures is required.

    Substitution Note:Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

    Licensure and/or Certification - Two of the following certification are preferred: (CTCM), (CTPM), (CTCD), (PMP), (ITIL).If driving is required, must possess a valid driver license from state of residence.

    Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.Broad knowledge of DPS business units and the practices and procedures specific to Information Technology.Knowledge of agency programs and procedures and of the methods and equipment used in IT applications.

    Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Skill in conflict resolution and problem-solving.Ability to lead diverse teams to achieve desired results, and to collaborate with managers and end users in a team environment.

    Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.Experience in mission-critical operations, ideally within a 24x7 large scale distributed and clustered environment.Must be self-directed.

    Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Skill in preparing both concise and complex reports, evaluations, proposals, plans, procedures, standards, and policies.

    Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

    Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

    Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).Proficiency with SharePoint is preferred.

    Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

    Travel and/or Schedule - Availability for after-hour and weekend work is (or may be) required as needed.Employee will report to their assigned duty station for in-person meetings at least once a month as directed by management.Telecommunting up to five (5) days per week.

    State of Texas Benefits and Retirement Information:

    A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

    A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

    Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
