    Job Description:



    Performs highly advanced and/or supervisory (senior-level) professional organizational and policy analysis and oversight work.

    Conducts organizational studies and evaluations, analyzes systems and procedures, conducts work simplification studies, and prepares operations and procedures manuals to assist management in operating more efficiently and effectively.

    Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex professional organizational and policy analysis work. May serve as a team lead or supervisor.

    Essential Job Functions:

    Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization.

    Conducts periodic reviews of Workforce Development Division processes, guides, policy, and procedures.

    Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.

    Develops and revises Workforce Development Division related policies, processes, standards, and methods related to recruiting, retention, learning and development and employee engagement.

    Develops administrative program policies and procedures, and researches, analyzes, and develops material in response to executive requests for information or reports.

    Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.

    Coordinates and meets with DFPS Executive Leadership staff and program staff across the agency to collect, organize, analyze and prepare reports, memos and provide feedback on DFPS memos, circulars, policies, reports and other documents for both internal and external consumption regarding DFPS related activities.

    Participates as a Workforce Development Division SME in agency workgroups and committees, as assigned.

    Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.

    Researches and evaluates Workforce Development Division program trends and approaches, and develops written assessments, evaluations and recommendations to ensure goals and initiatives are met.


    Researches new or improved business and management practices for application to agency programs or operations.

    Provides project management support and/or represent the Workforce Development Director for agency-wide, Workforce Development Division and/or Chief Operating Officer area projects and initiatives.


    Analyzes new or proposed legislation or regulations to determine their effect on program operations and management.
    Provides input and assists Workforce Development Director with conducting legislation analysis, determining impact to HR and the agency.

    Analyzes agency functions and activities being considered for conversion to contract operations.

    Performs Workforce Development program and administrative tasks to support Workforce Development Director and division management in completing personnel, management, staff development and learning activities.

    Prepares and analyzes financial statistics and budget requests in preparation for personnel and staff actions, as needed.

    Develops recommendations for improvement and corrective action to standardize or improve organizational systems.
    Oversees and implements organizational studies and evaluations, and designs, develops and implements HR organizational and workforce development function.

    Conducts studies of employee or organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.


    Prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.
    Supports Workforce Development Director in organizing and compiling reports for DFPS Executive Management, and agency leadership as assigned.

    Coordinate, plan, and direct organizational studies and evaluations.

    Develop new or modify existing operational program policies, procedures, goals, and objectives.
    Review and/or lead development of existing and new Workforce Development Division policies and procedures.
    Support the Workforce Development Director in strategic planning efforts.

    Conduct readiness assessments for change initiatives, analyze results, and report findings to management.

    Develop communication and change management plans for the Workforce Development Division for implementation of new or modified policies and procedures.


    Conduct training on new methods and procedures.
    Delivers presentations related to Workforce Development Division policies and procedures.
    Conduct special projects.

    Assists with planning and coordinating division all staff meetings, communicates with presenters, conducts virtual and in-person meeting activities, and initiates after-meeting activities.

    Conducts a variety of special projects related to Workforce Development Division organizational management, staffing, and learning and development programs.


    Review industry developments and make recommendations for possible agency application.

    Researches, composes, drafts, and creates recommendations to improve Workforce Development Division administrative, recruiting and learning/development processes in support of team objectives and projects.

    Develop solutions to organizational issues and concerns, develop organizational change strategies and plans, and/or conduct training for implementation of organizational solutions, strategies, and plans.


    Design, evaluate, recommend, and approve changes to forms and reports.
    Advise management on agency studies.

    Interpret historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.

    Review and evaluate new or improved business and management practices.
    Review and evaluate recommendations for improvement and corrective action to standardize or improve organizational systems.
    Participates in Workforce Development related corrective action planning and service improvement activities.

    Review comprehensive technical records and reports that present and interpret data, identify alternatives, and make and justify recommendations.
    Evaluate agency functions and activities being considered for conversion to contract operations.
    Evaluate industry developments and make recommendations for possible agency application.

    Facilitate meetings with stakeholders from all areas and levels of the agency to gather necessary information for guidance documents.

    Prepares division reports and presentations to facilitate meetings, as needed.

    Oversee, plan, and direct organizational studies of work problems; ensure change initiatives meet objectives.
    Help implement change management plans.

    Provides input with Workforce Development related legislation, provides analysis based on impact to Workforce Development Division and agency impact.


    Oversee and/or design, evaluate, recommend, and approve changes to forms and reports.
    Oversee and evaluate recommendations developed by other management analysts.
    May serve as a team lead or supervisor.

    Performs related work as assigned.

    Knowledge Skills Abilities:

    Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; methods and procedures analysis techniques; work simplification methods; forms and records design and control procedures; and statistical analysis.

    Skill in the use of a computer and applicable software.

    Ability to analyze or evaluate problems; to develop, recommend, or present alternative solutions; to conduct or coordinate studies; to develop, interpret, or implement policies and procedures; to design programs or training; to prepare concise reports; and to communicate effectively.

    Ability to oversee and/or supervise the work of others.
