    SUMMARY

    Working under the general direction of the Program Manager, incumbent performs semi-skilled labor as required to which employee is assigned, using hand tools, assists in data collection, tracking, and developing report on various environmental requirements. The incumbent will be using sonar technology to assess the condition of City Utilities assets and performing stormwater outreach during weekend events. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and Utility's safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.
    • Excellent written, and oral communication skills including during presentations, meetings, telephone calls, and emails;
    • Maintain a high energy level and enthusiasm when engaging with the public;
    • Field reconnaissance for the purposes of gathering data;
    • Preliminary report preparation;
    • Completion of the City's training modules;
    • Works independently and as a team using sonar equipment to assess condition of City Utilities' assets.
    • Assists in stormwater field investigations, mapping, and facility inspections;
    • Assists in developing and updating Standard Operating Procedures;
    • Assists with field mapping, and GIS utility infrastructure mapping;
    • Assists with general research, data tracking systems, filing systems;
    • Assists with public outreach events, education, communication, and marketing for stormwater pollution prevention.
    • Assists with Stormwater Quality Management Plan update and compliance tracking;
    • Assists with other City Utilities field work;
    • Completes miscellaneous assignments as needed.
    MARGINAL FUNCTIONS
    • Maintains equipment, tools and work areas in a clean and orderly condition;
    • Reports irregularities and abnormal conditions;
    • Other duties as assigned.

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE
    • High school diploma or general education degree (GED);
    • Ability to understand work processes, methods and use of equipment and machinery;
    • Ability to pass post-offer agility test for this position.
    LANGUAGE SKILLS

    Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

    MATHEMATICAL SKILLS

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

    REASONING ABILITY

    Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

    Valid Indiana Driver's License

The assigned duties requires bending, twisting, climbing, and lifting up to 50 pounds on a regular basis.

    While performing the duties of this job, the employee is occasionally exposed to wet and/or humid

    conditions, moving mechanical parts, outside weather conditions, vibration, and outdoor wilderness (poison ivy, throns, mosquitoes, thick brush, off-trail trekking, etc.). The noise level in

    the work environment is usually moderate. The incumbent must have the ability to work under

    adverse conditions including extremes of temperature, humidity, precipitation and dust. Exposure to dust and extreme temperature or severe outdoor weather conditions occur.
