    Description

    The Workforce Development Program Coordinator will support and coordinate the workforce development initiatives for the Mohawk Valley Regional Clean Energy Hub. Responsibilities include collaborating with educational institutions, business partners, and community partners, to establish the alignment between education, workforce training, and industry demand.

    Work includes assisting in establishing and maintaining relationships and working with community partners and local stakeholders to recruit participants into the skilled workforce training programs to engage in the energy efficiency jobs.

    The position includes assisting with identifying relevant programs in the community to help community members including those from target populations, in positive career pathways, and networking with a wide range of stakeholders. A firm understanding of relevant and related CCE programs is essential for success in this position. The Coordinator will represent the Association before the public, community leaders, community organizations, and local government officials, and maintain effective working relationships with Cornell faculty and administration.

    Required Qualifications:

    + Bachelors or Equivalent Education. Associate Degree with 2 yrs transferrable program/functional experience may substitute.

    + Experience relevant to the role of the position.

    + Ability to meet travel requirements associated with this position.

    + Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

    + Ability to clearly communicate (speak, read, and write proficiently) in English.

    + Ability to work effectively with people of varying ages and socio-economic and ethnic backgrounds.

    + Ability and willingness to work with diverse audiences and maintain cultural sensitivity.

    + Ability to maintain a high level of confidentiality.

    + Ability to relate effectively to co-workers, advisors, community, and professional leaders.

    + Ability to communicate effectively, clearly, and tactfully through verbal, written, and electronic methods.

    + Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information.

    + Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.

    + Familiarity with windows-based software including use of the internet and Microsoft Office Suite.

    Preferred Qualifications:

    + Ability to effectively participate in professional team efforts.

    + Ability to identify and utilize program resources from the organization and the community.

    + Familiarity with program areas highly desired.

    + Successful grant writing experience.

    + Experience working with various state agencies.

    Position Responsibilities & Essential Functions

    Program Delivery 10%

    + Provide workforce development educational programs to meet identified needs and diverse interests of individuals and groups within the community.

    + Serve as subject matter resource in the area of workforce development utilizing existing subject matter resources and connection with local organizations and partner agencies.

    + Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences.

    + Represent CCE before the public, community leaders, government officials, Cornell, or other land grant universities in a professional manner as part of program delivery.

    + Consult and utilize target audiences/stakeholders, collaborators, organizations, agencies, government, and other key partners in program delivery efforts.

    + Serve as an active team member and cooperate with the entire program and administrative staff to achieve association program delivery goals.

    Administrative Direction 5%

    + Provide input in planning the delivery of educational program based on program evaluation data and changing local priorities.

    + In collaboration with supervisor, assist with establishing program goals and priorities, including providing input from the community on program needs.

    + Provide input into the planning and strategy development to strengthen and improve programs, as necessary.

    + Identify opportunities for innovative workforce development activities.

    + Assist with development of marketing strategies, public affairs, and special events to reach target audiences and meet program objectives.

    + Assist in identifying community and fiscal resources for program continuance and enhancement.

    + Provide supervisor with program related information to assist the budget development process.

    + With the guidance of the Supervisor, assist with initiating and developing grant or other funding proposals to secure additional funding, actively involving Executive Director, Committees, Board of Directors, Cornell faculty and Extension Administration as appropriate.

    + May assist with financial direction of program to include planning for program expenses and budgets as well as financial resources for program continuance and enhancement.

    + Develop effective communication and working relationships with appropriate agencies, organizations, industries, and community leaders for program/function.

    Administrative Management 5%

    + Solve problems and resolve conflicts that arise within the program utilizing appropriate policies and procedures and with supervisor guidance as needed.

    + Assist with identifying activities and resources needed to carry out program priorities and goals in consultation and collaboration with supervisor, advisory committees, staff, agency partners, and other key community constituents.

    + Assist Supervisor by performing administrative tasks in guiding the implementation of the program budget (i.e. track expenses, provide support for purchasing).

    + Assist with effectively managing program budget allocations.

    + Assist in identifying ways to reduce costs and maximize existing resources within the Association.

    Administrative Coordination/Operation 75%

    + Assist with identifying activities and resources necessary to implement initiatives and projects.

    + Coordinate administrative tasks related to the workforce development program.

    + Organize and coordinate activities related to the workforce development program.

    + Assist with the coordination, inventory, organization and preparation of materials, equipment, reference materials, etc. for workforce development initiatives as assigned.

    + Schedule, coordinate, facilitate and/or participate in project-related meetings, trainings, and conference calls related to workforce development efforts as required.

    + Coordinate and assist with special projects and outreach efforts as required.

    + Apply existing subject matter knowledge to compile and maintain workforce development materials and initiatives.

    + Coordinate program improvement initiatives when the Supervisor and/or Educators make program delivery changes.

    + Accurately collect, prepare, and maintain paperwork, participant files and database as required by supervisor, Association, and funding source requirements.

    + Maintain communication with constituents and the community through variety of methods such as contributing educational articles to program newsletters, media releases, bulk mailings, social media accounts, media interviews, website postings to increase program visibility and to address issues.

    + Assist and coordinate communication with stakeholders and the public through newsletters, emails, phone messages, and social media.

    + Assist with program evaluation to include collecting evaluation and needs assessment data from program participants based on existing evaluation framework and guidelines.

    + Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.

    + Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.

    + Maintain confidentiality of all information and data collected, accessed and/or maintained.

    + Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.

    + Transport self and/or program materials/resources in performing position responsibilities.

    Professional Improvement 5%

    + In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

    + Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.

    + Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.

    + Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and perform other duties as assigned.

    + Maintain regular and predictable attendance and punctuality.

    Health and Safety Applied to all duties and functions

    + Support the Association to maintain a safe working environment.

    + Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.

    + Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

    Position Details

    This is a full-time (35 hrs/week), benefits eligible, non-exempt position. Compensation paid in the range of $23 - $26 per hour. Position is located at the CCE Herkimer office in Herkimer, NY with travel to surrounding counties.
