Description

This position is location in the Department of Energy and Environment (DOEE), Environmental Services Administration, Air Quality Division, Air Quality Planning Branch.

The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia.

As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices.

In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

The incumbent will assist in the development and drafting of environmental policies, regulations, guidelines, procedures, and forms. The incumbent will also Interpret District and federal statutes, regulations, and guidelines for a specific environmental discipline.

Assist in planning and developing educational and technical displays, including charts, graphs, statistical tables, and other aids for use by department officials in conferences and community programs.

Participate in interagency and intergovernmental groups and organizations to provide policy recommendations, technical review, or regulatory oversight. Conduct public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings.


Duties and Responsibilities
Responsible for work in one or more of the following environmental programs: Underground Storage Tank Management; Hazardous and

Solid Waste Management:

Water Quality Protection; Air Quality Protection; Hazardous Materials, Including Indoor Air Quality, Lead Hazard Control; Pesticides, and Asbestos; Erosion, Sedimentation, Storm Water, and Flood Control; Non-point Source Water Pollution Control and Watershed/Habitat Restoration; Contaminated site Programs; Environmental Plan Review and Environmental and Fisheries and Wildlife Resources Education and Outreach.


Assist in planning, developing, preparing, and implementing Standard Operating Procedures, Quality Assurance Project Plans, and similar quality control measures relating to specific environmental disciplines.

Design and implement sampling and analysis plans; collect and analyze environmental data and information; and create and maintain databases and records relating to findings, conclusions, and decisions.


Qualifications and Education


Knowledge of District and federal environmental and natural resource laws and regulations, principles, concepts, practices, methods, techniques and documentation and reporting requirements, and lawmaking and rulemaking processes related to the appropriate environmental or natural resource specialty.


Specialized Experience:

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

This position may be required to provide 24-hour standby coverage in the event of an environmental emergency.
