Description

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia.

As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices.

In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.


Duties and Responsibilities


The incumbent designs and implements sampling and analysis plans; collects and analyzes environmental data and information; and creates and maintains databases and records relating to findings, conclusions, and decisions.

Prepares and reviews policy recommendations and technical proposals on environmental and natural resource issues that are unusually controversial, precedent-setting, or very costly.

Provides expert evaluation of findings to determine the existence and extent of environmental hazards. Develops and revises plans and control techniques to deal with environmental hazards.

Plans and distributes projects and assignments to lower graded employees in such activities as field studies, tests, surveys, inspections, surveillance, investigations, enforcement, and public outreach and education.

Ensures that projects are completed within the designated deadlines and checks the quality of the work.

Has professional knowledge of other environmental programs that may be affected and can interact with them to a meaningful degree.

Performs other related duties as assigned. Expert-level understanding of urban water quality challenges, stormwater pollution policy, and green infrastructure technology. Expert-level skills in data analysis and interpretation to prepare policy or reporting documents and to inform decision-making efforts. Demonstrated ability to serve as project manager on multiple complex and technical projects concurrently with mínimal supervision.


Qualifications and Education

Specialized Experience:

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.


Preferred experience:

At a CS-13 level, the incumbent is expected to work independently with mínimal oversight from superiors and will be expected to use good judgment in decision-making and when to communicate and elevate issues to superiors.

Experience with statistical and data visualization software is a plus. Familiarity with engineering concepts related to stormwater management and best management practices is a plus.


License and Certification
Incumbent is required to possess a valid driver's license.

Work is performed in an office and in a field environment.

Duration of Appointment:
Career Service Term Appointment (not to exceed 13 months).


Collective Bargaining Unit:

This position is covered under the collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee (dues) through direct payroll deduction.


Position Designation:
This position requires a pre-employment criminal background check.
