Manager II

  • This position is full time remote (Work from Home) and can be housed anywhere in Texas.
  • This position performs moderately complex (journeylevel) managerial work administering the daily operations and activities of DFPS, Child Protective Services (CPS). Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities. Supervises the work of five (5) CPS Quality Assurance Specialists housed across the state. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions:

Manages day-to-day activities of staff within a business function, division, or department.

  • Manages staff development plans and activities.
  • Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Selects, supervises, trains and develops the CPS Quality Assurance Specialists assigned to read cases and monitor compliance of Foster Care Litigation (FCL) orders.
  • Routinely interacts with DFPS staff including Regional Directors and other regional staff, the CPS Director of Field, CPS State Office staff and external partners to manage business function and act as program liaison. 5%
  • Develops and implements techniques for evaluating business function, division, or department activities. 5%
  • Develops tracking procedures and prepares reports regarding regional and statewide outcomes for CPS. Determines program statistics and trends and resolves operational problems. 5%
  • Identifies areas of needed change and makes recommendations to improve operations. 5%
  • Develops working relationships with internal and external stakeholders. 5%
  • Prepares reports for management on effectiveness and efficiencies. 5%
  • Provides technical expertise and guidance regarding questions related to the business function, division, or department. 5%
  • Review, monitor and track inquiries and report recommendations from numerous sources. 5%
  • Participate in and lead special projects and workgroups. 5%
  • Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. 5%
  • Collects, organizes, analyzes and/or prepares materials in response to request for program information and reports. 5%
  • Tracks assignments for the Director of Quality Assurance, responds to special assignments, and monitors regional responses to requests for information. 5%
  • Prepares reports for management on effectiveness and efficiencies. 5%
  • Reviews and approves staff documents and reports to ensure quality, content, and responsiveness. 5%
  • Performs other duties as assigned and required to maintain program operations. 5%Supervises the work of others.
  • Manage five (5) CPS Quality Assurance Specialists housed across the state including workload, performance, and expectations. 25%

Knowledge Skills Abilities:

Knowledge of state and federal laws and regulations relevant to the CPS program.

  • Knowledge and proficiency with Microsoft Office software specifically Excel, Survey Monkey and SharePoint.
  • Knowledge and proficiency with Data Warehouse Reports.
  • Knowledge of program planning and implementation.
  • Knowledge of agency policies, procedures and regulations.
  • Knowledge of processes involved in developing and implementing new policies/practice changes, performance measures and monitoring for effective change.
  • Skill in establishing and maintaining effective working relationships.
  • Skill in collaboration and problem solving.
  • Skill in handling multiple tasks, prioritizing and meeting deadlines.

Initial Selection Criteria:

Graduation from high school or equivalent required.

  • Graduation from an accredited fouryear college or university required.
  • Five or more years of experience in child protection or related program with increased responsibilities over time
