Job Summary:


Under the administration of the Executive Director of Human Resources, this position requires a high level of expertise in the human resources benefits programs.

The incumbent is responsible for managing the operations of the HR benefits which includes but not limited to:
Workers Compensation, all leaves including FMLA and VESSA. Develops and implements policies and procedures relations to the benefits functional areas. Assist with retirement questions and entry into SURS. Position will require travel to seminars, training and other off-campus meetings.


Job Description:


  • Manages the development, organization and maintenance, integrity of employees' confidential insurance files as per the federal and state laws. Communicates and meets with employees to explain all the benefits (health, dental and vision) through the State of Illinois administered by CMS (Central Management Services). Determines the initial and continuing eligibly for benefit programs for those employees not in pay status and for those employees who had a change in their percent appointment. Reviews and reconciles biweekly files from DoIT through Workday Integration and make sure that it is accurately uploaded in Workday. Reconciles arrear deductions as needed. Meets all deadlines for submissions on insurance, retirement, terminations and other related adhoc reports required by the State or NEIU. Responsible for reports, gathering statistical data and research for OSHA and other government entities. Works with all offices of the University on benefit and retirement questions. Conducts orientation and inputs new hire information into the SURS and CMS systems. Maintains Time and Absence platform in Workday for all active employees.
  • Serves as liaison to technical and administration of insurance carriers (CMS), state agencies, health care facilities, organizations and other University offices. Attends benefits, WC meetings and conferences as needed representing the needs of the University. Develops or recommends enhancements to policies and procedures in the benefits area. Schedules the Blood Borne Pathogens annual training as needed. Assist the Executive Director of Human Resources with collective bargaining agreements concerns as needed. Assist with External auditor demands. Works with employees and or families in Specialized areas of survivor benefits, resolution of benefit problems, claims denials, appeals and expedite death claims to name a few. Assists with yearend reports such as 1095C.
  • Performs related duties as assigned.

Minimal Qualifications:

  • High school diploma or equivalent.
Any one or any combination totaling three (3) years (36 months) from the following categories:
A. course work in human resource administration, business administration or a closely related field,

as measured by the following conversion table or its proportional equivalent:

  • 30 semester hours equals one (1) year (12 months)
  • Associate's Degree (60 semester hours) equals eighteen months (18 months)
  • 90 semester hours equals two (2) years (24 months)
  • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
B. progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.


Departmental Preferences:
years Minimum of hands-on HR work experience with employee benefits.- Knowledge of State and Federal leave laws (i.e. FMLA & VESSA).- Certified in CEBS or PHR preferred.- Strong analytical, organizational, customer service and time management skills.- Excellent oral and written communication skills.- Self-Motivated and can work independently.- Proficiency with Word, Excel and Adobe.

Rate:
$26.00/Hour

Hours:
Monday through Friday, 8:30 a.m. - 4:30 p.m. (Hours may vary depending on departmental needs)
