    HEALTH SERVICES
    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation.

    DHS operates as an integrated health system, operating 25 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails.

    Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 800,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.9 billion.


    Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R.

    Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty.

    In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

    DEFINITION
    Designs, manages, and maintains a clinical or public health laboratory information system.

    Essential Job Functions

    Develops, designs and formats management reports utilizing a report-writer program.

    Conducts system-verification tests to ensure the operational accuracy of data transmission related to database/client and equipment interfaces and test code reproducibility.

    Acts as a liaison between the laboratory unit and other units within the medical facility, department or external agencies and clients concerning problems with the laboratory information system.


    Assists in implementing, supporting and may validate electronic interfaces linking the laboratory information system to other information systems or instruments.

    Assists in conducting training programs for laboratory personnel in the use of laboratory information systems.


    Analyzes and oversees and may revise existing laboratory information system applications and associated test code definitions for analytical tests on human, animal and environmental specimens.

    May act as liaison between the laboratory unit and the contract maintenance and repair service.


    Maintains and updates the master test file, user and client profiles, procedure and security clearance files and access user levels.


    Develops and documents backup procedures to ensure the viability and accessibility of laboratory information and operations in the event of system malfunction.

    Requirements


    MINIMUM REQUIREMENTS:


    Three years' experience as a Clinical Laboratory Scientist* or Public Health Microbiologist** in a Clinical Laboratory Improvement Amendments (CLIA) - certified laboratory.

    PHYSICAL CLASS II - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting.

    SPECIAL REQUIREMENT INFORMATION:
    *Experience as a Clinical Laboratory Scientist is defined as: performs a variety of standardized clinical laboratory tests within a specialized area (such as biochemistry, hematology, microbiology, or immunohematology) or across specialty lines using manual or instrumented methodology.

    **Experience as a Public Health Microbiologist is defined as: performs a variety of standardized public health laboratory tests within a specialized area (such as bacteriology, virology, serology, or parasitology) or across specialty lines.

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of experience and desirable qualification based upon application information, weighted 100%.


    Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.


    ELIGIBILITY INFORMATION:


    Applications will be processed on an "as received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.


    The names of candidates receiving a passing grade on the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation.

    Veteran's Credit:
