    OCCUPATIONAL SUMMARY


    Reporting to a Director or Assistant Director of Project Management in the Facilities Management Department, the Senior Project Manager (SPM) is responsible for the management of design, engineering, legal, construction, and other professionals engaged in the planning, design, and construction of large and small capital projects for the University.

    Project Management responsibilities begin with project inception and continue through commissioning, occupancy, and final closeout and include working with the Office of Planning and Design, Utilities and Engineering Services, Operations, Administration, and various School/Center representatives throughout the process.

    Project Management responsibilities include development and rigorous maintenance of project budgets, schedules, financial records, contract documents, and reports; coordinating project meetings; preparing project status reports; ensuring that proper permits and zoning ordinances are obtained; and coordinating utility shutdowns.

    The SPM is also responsible for the verification of work performed and the recommendation for approval and payment of invoices, change orders, and construction payment applications.

    Project Management includes developing a collaborative team environment between the Schools/Departments, contractors, designers, and Facilities Management divisions.


    Senior Project Managers are expected to manage larger or otherwise more complex projects with a high level of self-sufficiency and limited need for oversight and direction.

    Sr. Project Managers are also expected to mentor, train, and assist less experienced project management staff.

    Many of the projects will be completed in occupied facilities, so very close coordination will be required with the Schools and Departments.


    WORK PERFORMED

    Coordinate the planning, design, and construction of assigned projects with other University entities, and various University clients.

    Meet with clients to determine Capital Project requirements; document project priorities; assist Clients in determining project funding requirements and source; project location and schedule; complete paperwork to advance project.

    Work with Director to develop capital approval submissions for presentation to University leadership. Manage and coordinate the activities of the Project Committee for each project. Assure adherence to departmental processes and procedures through approval process. Assist management in improving/developing departmental guidelines and procedures for project management. Mentor, train, and assist less experienced project management staff.

    Establish skill and/or experience requirements and selection criteria for project consultants and contractors, as well as manage the process to determine the best-qualified companies.

    Document the scope of work, budget and schedule requirements, and solicit proposals from designers and contractors to determine which company(s) will provide the best combination of cost, schedule, and quality.

    Assist with review of contracts to ensure that the university will receive the required services for the agreed upon terms while maintaining protection from sources of liability.


    Review designer proposals and ensure they produce quality design documents meeting the contract deliverables, on time, and that reflect the project intent.

    Monitor the construction quality to verify that the intent of the construction documents is carried out and attractive, durable, sustainable, and functional facilities are achieved that are in compliance with code and University design standards.

    Take corrective action through project team when necessary. Ensure contractors plan, implement, and maintain a safe work site. Develop backup plans to keep projects moving forward when obstacles occur.

    Manage assigned capital projects to assure successful execution within established budgets and schedules. Coordinate project progress meetings, issue monthly status and financial reports, and update progress schedules. Manage and initiate financial transactions for assigned projects.

    Responsible for the verification of work performed and the recommendation for approval and timely payment of the amounts invoiced on behalf of architects, engineers, attorneys, building contractors, construction managers, and other consultants.

    Control project costs and confirm compliance with University procurement requirements through detailed review of proposals, contracts, invoices, change orders, etc.

    Understand the appropriate usage of contingency funding, monitor and manage this usage during the project, and inform leadership regarding status.


    JOB QUALIFICATIONS


    Bachelor's Degree or related in Architecture, Engineering, Construction Management, or equivalent technical training, knowledge, and experience in design and construction.

    At least seven (7) years of stable and progressively responsible experience in design, construction, and project management related duties and activities, managing large and diverse project teams that includes supervision of commercial/institutional building renovation and/or new construction projects, and capital budget preparation and administration.

    This experience must include management of all phases on sample major projects from the initiation of programming and design through the completion of construction, commissioning, and occupancy.

    Experience should demonstrate competency and exposure to large scale building projects involving all building trade divisions for a research, educational facility, or related commercial or industrial facilities.

    Familiarity in coordinating multiple interest groups and stakeholders is important. Ability to work within complex phasing constraints and within existing densely built mature facilities environments is a plus. Experience in project management in a university setting or related institutional facilities is desirable. A professional license and master's degree in a related field, along with additional years of relevant experience, are preferred.

    KNOWLEDGE, SKILLS AND ABILITIES


    Must be well-versed in the design process, construction methodologies and procedures, codes, and project management principles; ability to solicit, evaluate, and negotiate estimates, bids and cost proposals; have a working knowledge of project management software; be skilled in Microsoft Office and Windows; and have the ability to read and interpret design and construction contracts and contract documents, including drawings, specifications, payment applications, etc.

    Experience managing project budgets, schedules, and quality of work is essential.

    Must have strong initiative with the ability to manage multiple simultaneous projects, prioritize work tasks, and work either independently or as part of a team consisting of a wide variety of individuals.

    Excellent communication, negotiating, writing, organizational, and interpersonal skills oriented to customer service are required. Must have the knowledge and ability to physically enter and navigate a construction site (i.e. climb a ladder) and visually inspect and document work in progress compared to the contract documents.

    Experience preparing documents and/or presenting projects to senior leadership for design and/or financial approval is desirable.

    It is helpful to have experience controlling construction costs by evaluating additional design service requests and construction change order proposals to confirm that proper backup documentation is provided and the associated costs are fair and reasonable.

    Experience reviewing construction safety and logistics plans and a general knowledge of construction site safety procedures is desirable.

    Experience managing major laboratory infrastructure replacement projects in occupied/partially occupied buildings is highly desirable.


    Minimum Qualifications

    Education

    Work requires a Bachelor's degree in a specific engineering field related to construction (e.g. Civil Engineering, Electrical Engineering, Mechanical Engineering) and eligibility for North Carolina License as an Engineer.


    Experience


    Work requires a minimum of five years experience in design, planning, OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATIONAND/OR EXPERIENCE evaluation and project management related to construction and/or renovation of buildings and/or related systems.
