- Assist in the coordination with program officers and counterparts at embassies overseas to provide guidance as an advisor in determining funding and coordinating and developing budgets and foreign assistance programs in the region.
- Aid in the development of budget requests, budget justifications, congressional notifications, and other reporting requirements. Coordinate with necessary Bureau and State divisions and personnel and track the associated obligation of funds for the program office.
- Advise in budgetary and programmatic discussions/meetings with Bureau leadership and other senior managers and interagency partners.
- Assist in programmatic budget execution to ensure that programs in Europe and Asia are appropriately funded for the implementation of U.S. policy, goals, and objectives.
- Assist in preparing program justifications and responses to Congress and the oversight community, including OMB, GAO, OIG, SIGAR, and House and Senate committees.
- Develop a system to track, report, and make recommendations on current and anticipated programmatic commitments, while also managing and reporting on domestically-held and post-held resources.
- Develop working knowledge about programs and policy related to narcotics, law enforcement, justice, and corrections across target countries in Europe and Asia.
- Coordinate information collection, analysis, and data-sharing with the embassy-based program officers, INL implementing partners, and the interagency as required.
- Work with program officers and the procurement division as an advisor to formulate budgets, evaluate statements of work, and monitor budgetary obligations and disbursements.
- Perform budget preparation activities, such as workload modeling, fact finding, efficiency studies, and should-cost analyses.
- Support acquisition, including in the areas of: i) acquisition planning, such as conducting market research, developing inputs for government cost estimates, drafting statements of work, and other pre-award documents; ii) source selection, such as preparing a technical evaluation and associated documentation, participating as a technical advisor to a source selection board or as a nonvoting member of a source selection evaluation board, and drafting price negotiations memorandum; and iii) contract management, such as assisting in the evaluation of a contractor's performance, coordinating contractual actions, providing support for assessing contract claims, and preparing termination settlement documents.
- Provide advisory support on budget, financial, and project administration issues to the Office Director, Division Chiefs, and Team Leads, as needed and directed.
- Provide advice and guidance to staff on applicable procedures, instructions, and other regulations pertaining to budget coordination and administrative issues.
- Assist program officers on program and project administration tasks, as requested.
- Respond to requests from staff/program officers and from other organizations within the DOS for information concerning administrative and budget issues. Coordinate office responses to external taskers. From available data, assemble requested information or follow-up to ensure that staff members submit required answers within the specified time.
- Establish and maintain budgetary and accounting records of various types that may be needed to assist in the efficient operation of the office. Ensure files have all pertinent documents and signatures. Maintain and accurately update file system to enable quick and efficient retrieval of information. Accurately purge files or perform other file disposition actions in accordance with established procedures. Where appropriate, responsible for the accurate receipt, control, logging, safekeeping, and necessary action on all classified material received.
- Effectively enhance the ability of the office to support overall mission requirements through skilled use of spreadsheet or database software, word-processing software, and graphics and presentation software to draft documents; accurately enter, revise, sort, calculate, and retrieve data for standard reports; prepare and provide graphic symbols, charts, and graphs for viewgraphs and/or paper presentations.
- Participation in a situation where it might be assumed that participants are agency employees or representatives, such as attending conferences on behalf of an agency.
- U.S. Citizenship;
- A Bachelor's degree from an accredited institution;
- A minimum of ten years' experience in relevant field;
- Demonstrated knowledge of Federal regulations in regard to area of specific need;
- Proficient in Microsoft Office Suite;
- Demonstrated experience facilitating organizational change.
- Demonstrated experience in government contracting and/or financial/budget analysis, including at least two (02) years of demonstrated experience at the Department of State.
- Demonstrated experience working in U.S. government-related foreign assistance program and budgeting, including formulation or execution.
- Demonstrated knowledge of U.S. government-related financial, management, and contracting rules and regulations.
- Demonstrated experience in financial and/or statistical analysis.
- Demonstrated ability to communicate effectively both oral and in writing.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The Office of Europe and Asia INL/EA is part of the INL Bureau. The Bureau is responsible for the development, supervision, coordination, and implementation of international criminal justice assistance and international narcotics control assistance activities for the Department of State.
The Office of Europe and Asia Programs (INL/EA) helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. INL/EA provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to countering transnational crime, illegal drugs, and instability in Europe and Asia. This position sits on the Cross-Cutting Team within INL/EA.
This position is contingent upon award of contract for BPA Call.
POSITION OVERVIEW
TITLE: Financial and Management Analyst
LOCATION: Washington, DC.
SECURITY CLEARANCE: A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.
CLOSING DATE: January 24, 2024
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.
DUTIES AND RESPONSIBILITIES
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The level of effort for this position is equivalent to a Program / Management Analyst, Level 5.
TELEWORK
This is a hybrid position that allows for a combination of in-office presence and regular telework. The incumbent's actual in-office and telework schedule will be determined by the COR and CO, based on INL policy, and is subject to change.
POSITION LOCATION
The physical work location is the INL/EA office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC
CLEARANCE REQUIREMENT
A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.
