Under general supervision, performs skilled labor in the continuing operation of the City water meter infrastructure. Leads an assigned work crew in accordance with all safety regulations and procedures.

Primary Duties:

• Working independently, leads work crews in a variety of specialized W/WW maintenance and repair projects and semi-skilled labor tasks as assigned; duties will vary according to job assignment and individual skills.
• Performs skilled technical and administrative work overseeing, maintaining, and performing maintenance, repairs, and installations on all city-owned and operated meters.
• Assigns the daily workflow for the team and ensuring all service orders are completed timely.
• Oversees the successful, safe removal and installation of water meters for utility customers; including the connection of fittings, excavation for the installation and repair of meters, the testing and monitoring of water pressure, job-site restoration and all other water utility-related tasks.
• Reviews work orders and job requests, and prioritizes tasks and projects; determines equipment, material and personnel needs; coordinates and assigns work crews, vehicles and equipment.
• Orders and stages materials, supplies and equipment; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
• Trains crew in work procedures and the proper use and maintenance of equipment.
• Controls work sites to assure that safety rules and regulations are adhered to, and that the work zones and all equipment are in safe operating condition.
• Trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues.
• Responsible for ensuring the accuracy of the team and providing feedback and correction when needed.
• Submits records and logs of work crew activities in the CityWorks software.
• Operates and maintains a wide range of specialized vehicles, tools and specialized equipment; performs work in accordance with all safety regulations and procedures; inspects, cleans and performs routine maintenance work on vehicles and equipment; identifies and reports mechanical problems requiring additional repair.
• Responds to emergency callouts resulting from severe weather, major accidents or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.
• Assures that work assignments are completed according to specified work orders.
• Cross-trains work crews in proper work methods and safety procedures.
• Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
• Cooperates with co-workers professionally to accomplish work efficiently and effectively.
• Has regular, predictable attendance; attendance is a factor in continued employment with the City.
• Performs other duties as assigned or required.

Experience/Education/Requirements:

• High school diploma or GED equivalent;
• AND four years work experience in water utilities maintenance work, preferably with the City of Corinth;
• OR an equivalent combination of related education, experience, or demonstrated abilities or proficiencies that result in a candidate successfully performing the essential functions of the job.

Required Licenses or Certifications:

• Possess a valid Class A or B Texas Commercial Driver's License with air brake endorsement prior to applying for the position or must be obtained within twelve months of hire.
• Class C Water Distribution and BPAT licenses from the Texas Commission on Environmental Quality (TCEQ) are required or must be obtained within twelve months of hire; additional technical skills training and certifications may be required for some job assignments.

Required Knowledge of:

• City policies and procedures.
• Federal, state and City safety rules and regulations, occupational hazards and safety precautions
• Installing and troubleshooting all meters to automatically collect consumption of residential and commercial water meters.
• Investigating and reporting meter component failures and tampers.
• Performs tests to calibrate equipment to ensure water meters are functioning accurately.
• Coordinating the entry of data pertaining to water meters and a variety of field data into Cityworks software.
• Performing various projects using personal computers and related software.
• Monitoring customer accounts on web portal to verify operation.
• Supervising, maintaining, and scheduling a regular testing program for all residential and commercial meters.
• Oversees meter reading to ensure all accounts are read and submitted to Utility Billing in a timely manner.
• Process and complete assigned service orders, and transponder changeouts as assigned.
• Maintains storehouse, including loss prevention and inventory control.
• Ensures that work orders are updated and completed daily.
• Installs new water meters and disconnects meters for nonpayment.
• Remove the existing meter and gather the accurate information needed.
• Replace meter boxes when needed.
• Troubleshoots register and endpoint for communication to the system.
• Analyze the job site to complete installations successfully and safely.
• Organizes tools, equipment, and supplies necessary to complete assignments.
• Inspects, cleans, and maintains equipment and tools in safe operating order.
• Performs routine inspections of assigned areas to detect any necessary repairs.
• Works closely with Customer Service Manager; learns and understands utility billing needs.
• Assists utility billing with customer concerns regarding the water meter.
• Uses standard office equipment, including a computer and laptop; drives District vehicles to work sites, transports materials and assists other staff as required.
• Ensures that worksites are clean after work is performed and replaces landscaping.

Required Skill in:

• Prioritizing tasks, and assigning and coordinating work of assigned personnel.
• Reading and understanding construction blue prints, plans, specifications, and technical documents.
• Safe and efficient operation and maintenance of specialized tools and equipment to perform W/WW maintenance and repair work.
• Making routine operating adjustments and repairs to assigned equipment.
• Following and enforcing safety standards.
• Closely following verbal and written instructions and procedures.
• Establishing and maintaining cooperative working relationships with co-workers and the public.
• Operating a personal computer utilizing a variety of business software.

Physical Demands / Work Environment:

• Work is performed indoors and outdoors at work sites throughout the City; required to perform moderate physical work, and lift and carry up to 80 pounds.
