Duties:


Incumbent typical work assignments may include the following:

  • Experienced in the development and execution of integrated management plans, including but not limited to cultural and natural resources. Able to synthesize management plan and facility operation requirements. Able to plan, organize, and budget to meet short
- to long-term management plan objectives.

  • Conducts routine inspections of all facility projects and activities to determine current and nearfuture NEPA and management plan needs and to ensure compliance with applicable Federal, DoD, State, and local environmental regulations and unique facility requirements. Maintains detailed digital records of all inspections, investigations and findings and coordinates compliance and remediation actions, as needed.
  • Reviews contract project planning, development, and environmental submittals, such as designs, Environmental Assessments, and plans for compliance with contract environmental requirements and applicable Federal, State and local regulations.
  • Identifies and resolves issues involving environmental compliance, participates in briefings and presentations, to include wildlife and natural resource conservation.
  • Able to effectively serve as Project Manager and/or Contracting Officer Representative on environmental contracts typically related to cultural and natural resources management. This includes, but is not limited to contract package preparation, tracking, budgeting, and quality control/quality assurance.

  • Incumbent may be required to stay longer than duration of work day or multiple days due to emergencies
  • The incumbent assigned to this position is designated as a Mission Essential Employee

Qualifications:


For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. You may qualify at the GS-12 level, if you fulfill the following qualification requirement**:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

  • Advise and resolve issues related to environmental protection programs (such areas as the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, National Environmental Policy Act and Natural Resource Management);
  • Conduct inspections/audits to ensure compliance with applicable federal and state regulations and standards;
  • Develop a Corrective Action Plan for audit findings;
  • Monitor installation internal control systems to maintain compliance with environmental laws.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
