Job Description
HIV Prevention Manager
The Utah Department of Health and Human Services (DHHS) is looking for an individual with strong leadership skills to lead a team which is responsible for all HIV Prevention and Surveillance activities at DHHS.
You will spearhead Utah's Getting to Zero plan, ensure federal grant objects are completed, and oversee HIV prevention contracts with community stakeholders throughout the State.

Retirement - Utah Retirement Systems (URS) :
Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System.
Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System.
Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
Employer contributions to your 401(k) are vested after four years.
Paid Time Off :
Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).

Example of DutiesPrinciple Duties
As the HIV Team Manager, you will:
Oversee the Execution of PS18-1802: Integrated Human Immunodeficiency Virus (HIV) Surveillance and Prevention Programs for Health Departments
Engage in strategic planning to maximize limited resources in order to most effectively prevent HIV infections in the State of Utah
Establish and maintain partnerships with community based organizations and local health departments
Manage a diverse team of public health professionals, including epidemiologist and health program coordinators/specialists
Spearhead Utah's Getting to Zero plan to get to zero HIV infections, zero HIV-related deaths, and zero HIV-related stigma in Utah
Coordinate with the STD Prevention team to promote comprehensive sexual health in Utah
Provide oversight to Syring Service Programs operating in Utah, including administering Utah Rule R Special Measures for the Operation of Syringe Exchange Programs
Work with HIV Epidemiologist and the DCP Informatics program to further improve HIV surveillance activities in the state
Ensure the privacy and security of sensitive identifiable HIV data
Actively work to reduce stigma, decrease health disparities, and increase health equity in Utah

Typical Qualifications
The Ideal Candidate
The best candidate for this position will have:
Experience in HIV with a thorough understanding of modern HIV prevention practices, including PrEP, undetectable=untransmittable, and syringe service programs
Experience managing staff with varying skills and expertise
Experience with Federal grant management (application, monitoring, and reporting)
Experience with budget allocation and reporting
Knowledge of the principles of evidence-based programming
Preferences
Preference may be given to those who have at least one of the following:
Knowledge of Utah's HIV laws, policies, and procedures
Experience working with community stakeholders in Utah
Experience overseeing the administration of contracts
Experience working with state surveillance data in eHARS or EpiTrax
Knowledge of National Getting to Zero objectives, strategies, and activities
A Master's degree in Public Health
Preference may be given to current DHHS employees.
