- Oversees the cross-office team responsible for the district-wide school improvement strategy development and its implementation.
- Leads the cross-office monitoring work for the lowest performing schools, (CSI and TSI).
- Directs assigned staff to ensure improvement strategy implementation with fidelity and in ways that are impactful for improving student growth and achievement.
- Directs cross-functional teams related to the lowest performing, CSI, and TSI schools and the implementation of their improvement plans including but not limited to school leaders, literacy and math coaches, Academic Content Liaisons (ACLs), along with colleagues in Teaching & Learning, Special Education, Secondary Success & Innovation, the Schools Office, the Office of Family & Community Engagement, and the Office of Achievement and Accountability (OAA).
- Leads the collaboration with Data Monitoring and Compliance unit within OAA to track and document financial and programmatic components of the grant and ensures that expenditures are made in alignment with approved grant allocations.
- Frequently engages with appropriate principal supervisors, school leaders, and school-based staff to lead the school-based improvement work and supports in alignment with district and school turnaround strategy.
- Develops strategy and provides appropriate guidance for school leaders on current academic and best practices - specifically in math and literacy - as it relates to school improvement efforts.
- Prepares regular reports and communication for district and/or state review.
- Provides ongoing, timely, and accurate communication between district and state leadership.
- Leads the preparation for monitoring visits from district or state leadership.
- Ensures compliance with all grant-related policies and procedures.
- Engages with OAA to prepare and complete comprehensive reports for each assigned school on a regular basis to inform the support and accountability efforts.
- Manages grants and partnerships to support and further district initiatives.
- Provides advice and technical assistance in the implementation of related grant programs and reporting.
- Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.

- Bachelor's degree in education, public policy, business administration, or a related field from an accredited college or university; master's degree preferred.
- Ten () years of aligned full-time professional experience.
- Four (4) years successful related professional experience in academic administration or in monitoring sponsored or non-sponsored projects and tracking expenditures.
- Experience with data analysis protocols, continuous improvement, and key assessments used in Baltimore City Schools Amplify, iReady, MCAP, WIDA).
- Prior experience in Title I and/or large grant management preferred.
- Equivalent combination of experience and training which provides the required knowledge, skills and abilities necessary to perform effectively in this position may be considered.
- Comprehensive understanding of whole-school reform models, particularly as it relates to urban K- school systems.
- Thorough knowledge of federal, state, and local policies, including ESSA, Title I, and COMAR.
- Demonstrated ability to express ideas effectively, both orally and in writing.
- Demonstrated ability to develop, analyze and present high-level quantitative data.
- Demonstrated ability to develop and maintain effective relationships with a wide range of stakeholders, including staff and partners; community agencies; and federal, state, and local officials.
- Demonstrated ability to think strategically while simultaneously delivering tactical solutions.
- Demonstrated ability to multitask effectively.
- Ability to analyze, interprets, and report findings and recommendations regarding grants management processes.
