    Description

    ABOUT GALTIncorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99.

    The City of Galt is located in the heart of the Delta Recreation Area in Northern, California. Thirty minutes away are the Sierra Foothills and the Sacramento Delta.

    Reno, Lake Tahoe, San Francisco and the CA coast are all within a two hour drive making Galt a recreational haven for boat lovers and outdoorsmen alike.

    ABOUT THE POSITIONThe City of Galt is accepting applications for Public Works Director.
    This position may close without notice and sooner than the posted closing date once we receive a maximum number of qualified candidates.ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):Longevity Pay- beginning at 15 years of service - 5%; 20 years of service 7.5%.Bilingual Pay - $50 per month.

    Cell Phone Stipend - $75 per month.

    Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.


    BENEFITS:
    Tuition Reimbursement - Up to $4,000 per fiscal year.
    Holiday Pay - 14 holidays; thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year's Day, MLK Jr.

    Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.

    Vacation Leave - 120 hours. Admin Leave - 100 hours effective July 1st of every year.
    Sick Leave - 96 hours per year.

    Heath Insurance - City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.

    Life Insurance - City paid $100,000 policy and $1,500 policy for dependents.
    Long Term Disability - City paid policy-benefit is up to 60% of base salary.
    EAP - Confidential employee assistance plan.

    Under administrative direction from the City Manager, plans, organizes, and provides administrative direction and oversight for functions and activities of the Public Works Department, including infrastructure planning, design, and construction; streets and traffic control; underground utilities; review of private sector development; facility, equipment, and infrastructure maintenance; construction, operation and maintenance of water distribution and treatment systems and wastewater collection and treatment systems, stormwater, drainage, water quality and environmental compliance; provides expert professional assistance to City management staff; fosters cooperative working relationships with intergovernmental and regulatory agencies as well as various public and private groups; and performs related work as required.

    SUPERVISION RECEIVED AND EXERCISEDReceives administrative direction from the City Manager.

    Exercises general direction and supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of management and supervision.

    CLASS CHARACTERISTICSThis is a Department Director classification that oversees, directs, and participates in all activities of the Public Works Department, including short- and long-term planning, development, and administration of departmental policies, procedures, and services.

    This class provides assistance to the City Manager in a variety of administrative, coordinative, analytical, and liaison capacities.

    Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas.

    Responsibilities include coordinating the activities of the department with those of other departments and outside agencies, and managing and overseeing the complex and varied functions of the department.

    The work provides for a wide variety of independent decision-making, planning, and operational goals and objectives, and for furthering City goals and objectives within general policy and regulatory guidelines.

    Assumes full management responsibility for all Public Works Department programs, services, and activities.

    Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within City policy, appropriate budget, service, and staffing levels.

    Manages and participates in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.

    Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.

    Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.

    Evaluates the need for and develops, plans, and schedules for long-term public works maintenance programs; organizes available resources for the maintenance, improvement, and repair of City infrastructure, facilities and equipment; oversees the preparation of estimates, contract provisions, and specifications.

    Oversees the Capital Improvement portion of the Development Impact Fee Program.
    Reviews, approves, and signs plans and specifications for City infrastructure and facilities, assessment districts, subdivisions, and developments.

    Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups, and the public.

    Oversees the development or update of the City's stormwater, wastewater, and water plans and programs; the Capital Improvement Program; and other plans related to municipal infrastructure.

    Oversees traffic engineering and transportation planning activities; develops local, state, and federal funding sources for such activities.

    Conducts a variety of departmental organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.

    Prepares, reviews and directs the preparation of a variety of written correspondence, reports, procedures, ordinances, and other written material.

    Represents the department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.

    Monitors changes in laws, regulations, and technology that may affect departmental operations.

    Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works maintenance, operations, engineering, and other services as they relate to the area of assignment.

    Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the City Manager.

    Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
    Performs other duties as assigned.


    Typical QualificationsKnowledge of:
    Principles and practices of public works development, maintenance, and management in a municipal setting.

    Modern office practices, methods, and computer equipment and applications related to the work.

    Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.

    Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

    Safe driving rules and practices.


    Ability to:


    Plan, organize, administer, coordinate, review, and evaluate comprehensive programs for the planning, design, engineering, construction, and maintenance of municipal public works.

    Provide administrative and professional leadership and direction for the department and the City.
    Prepare and administer large and complex budgets; allocate limited resources in a cost effective manner.
    Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.
    Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the department.

    Plan, organize, direct, and coordinate the work of management, supervisory, professional, technical, and administrative support personnel; delegate authority and responsibility.

    Select, train, motivate, and evaluate the work of staff and train staff in work procedures.

    Conduct effective negotiations and effectively represent the City and the department in meetings with governmental agencies, contractors, vendors, and various business, professional, regulatory, and legislative organizations.

    Prepare clear and concise reports, correspondence, policies, procedures, and other written material.
    Make effective public presentations.
    Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
    Establish and maintain a variety of filing, recordkeeping, and tracking systems.

    Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

    Operate modern office equipment including computer equipment and specialized software applications programs.
    Use English effectively to communicate in person, over the telephone, and in writing.
    Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
    Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.


    Supplemental InformationEducation and Experience:

    Bachelor's degree with major course work in civil engineering or a field related to the work and seven (7) years of management experience in engineering, public works operations, and maintenance; including two (2) years of responsible management experience.

    Possession of a master's degree is desirable. Experience in overseeing the development and delivery of a capital improvement program and projects is desirable.


    Licenses and Certifications:

    Possession of registration as a Professional Engineer (Civil, Structural or Traffic) in the State of California, within one (1) year.

    Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.

    PHYSICAL DEMANDSMust possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.

    This is primarily a sedentary office classification although standing and walking between work areas and performing inspections of facilities and construction sites may be required.

    Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

    Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

    Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

    ENVIRONMENTAL ELEMENTSEmployee works in a temperature controlled office environment, but may occasionally work in the field at public works utilities facilities, and city roadways.

    While on the field employee will be exposed to moderate to loud noise levels, cold and hot temperature conditions, inclement weather conditions, road hazards and traffic conditions.

    Some direct exposure to hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Occasional exposure to inclement weather, dust, fumes and noisy construction environments is required.
    WORKING CONDITIONSMust be able to pass a pre-employment physical and background investigation, including fingerprinting. Must be willing to work evening, weekend, and holiday hours when so required. Must be willing and able to work outdoors in all weather conditions and with exposure to potentially hazardous conditions.
