    Job Summary

    The Trade Compliance Lead is primarily responsible for a site export and import compliance programs and holds site policy authority for International Trade Compliance.

    Responsibilities include reviewing and approving export/import license or permit applications reviewing and approving jurisdiction and classification determinations, advising the president and senior staff about international trade compliance matters, providing international trade compliance oversight to all site activities, working collaboratively with all departments to ensure they have implemented and are utilizing effective compliance internal controls into their procedures and work instructions, and providing trade compliance training.

    Has the independent authority to inquire into any aspect of a proposed export or import, verify its legality and the accuracy of the information to be submitted, and stop any site transaction.


    Primary Responsibilities


    • {C}{C} Advise President and senior staff about international trade compliance aspects and risks of proposed business decisions.
    • {C}{C} Analyze and interpret export and import regulations and maintain current knowledge of changes.
    • {C}{C} Review with department managers their trade compliance internal controls (procedures, work instructions, forms, checklists, and tools) to ensure they are current and compliant.
    • {C}{C} Work pro-actively with functions to identify licensing requirements early and minimize business delays.
    • {C}{C} Oversee trade compliance administrators and/or specialists in the performance of their responsibilities on solid or dashed line basis.
    • {C}{C} Monitor and assess compliance activities and the effectiveness of internal controls.
    • {C}{C} Understand, implement, and live by Transdigm's International Trade Compliance policies, as well as the ethics and business conduct policies.
    • {C}{C} Prepare, review, approve, and submit applications for export/import licenses, permits, and other requests for authorization. Ensure all stakeholders are included in meetings to address management and use of approved authorizations. Manage government authorizations throughout their life cycle.
    • {C}{C} Prepare, review and approve technology control plans, and provide technology transfer oversight (including visits and travel).
    • {C}{C} Analyze transactions for which due diligence indicates potential risk and determine whether due diligence has been satisfied.
    • {C}{C} Analyze contracts and identify trade compliance issues.
    • {C}{C} Review and approve the export of hardware and technical data.
    • {C}{C} Produce and analyze reports from various ERP/MRP and other information systems.
    • {C}{C} Transact records in International Trade Compliance information systems.
    • {C}{C} Oversee calculations for preferential treatment under Free Trade Agreements.
    • {C}{C} Verify export shipping documentation for ad-hoc and other non-routine shipments.
    • {C}{C} Coordinate shipments with freight forwarders and customs brokers.
    • {C}{C} Maintain the highest ethical standards, even when challenged by senior personnel.
    Qualifications


    • {C}{C} Strong familiarity with the international Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR)
    • {C}{C} Strong computer skills including ability to research transactions and prepare reports in Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems, perform spreadsheet calculations, and quickly learn new software tools.
    • {C}{C} Strong verbal and written communication skills.
    • {C}{C} Project leadership skills.
    • {C}{C} Ability to work at both detail and strategic levels, work calmly under pressure and with frequent interruptions, and display sound judgment.
    • {C}{C} Ability to develop or revise procedures, work instructions, forms, and business flowcharts.
    • {C}{C} Ability to prepare and review complex business documents.
    • {C}{C} Thoroughly familiar with international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code and nomenclature, country of origin, customs value, export classification, and license data.
    Education/Previous Experience Requirements


    Required:

    • {C}{C} Bachelor's degree in business, law, engineering, or a related area
    • {C}{C} Five to eight years of business experience with 2-3 years of experience in the Aerospace & Defense sector.
    • {C}{C} Five years of experience with export and/or import regulatory compliance.
    • {C}{C} Experience using Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems.
    • {C}{C} Experience with international business transactions and shipping documents.
    • {C}{C} Experience with trade compliance information systems.

    Preferred:

    • {C}{C} Bilingual or multilingual, including English language.
    • {C}{C} Experience with the OCR EASE trade compliance information system.
    This position requires use of information which is subject to the International Traffic in Arms Regulations (ITAR). All applicants must be U.S. persons within the meaning of ITAR.

    Pay Range: $105,000 - $115,000 per year
