Description
Support the development of the government of Cote d'Ivoire port and maritime security governance structure.

  • Support the development, promulgation, and institutionalization of specific Cote d'Ivoire maritime governance and security legislative initiatives, doctrine, policies, and standard operating procedures.
  • Support government of Cote d'Ivoire adherence to international port security standards in accordance with The International Ship and Port Facility Security Code as an amendment to the Safety of Life at Sea Convention on Maritime security including the minimumsecurity arrangements for ships, ports, and government agencies.
Required Knowledge & Experience

  • 10 + years of Port Security and Maritime Law Enforcement related experience, preferably in U.S. Coast Guard or an international equivalent.
  • Maritime law enforcement experience.
  • Overseas experience in maritime organizational development with an emphasis on maritime governance.
  • Experience working with international bodies on port state control, port security, or maritime governance providing expertise to such bodies, such as the International Maritime Organization (IMO), UN Office on Drugs and Crimes (UNODC), etc.
  • Experience in assistance work overseas, preferably with African Nations civilian, military, or law enforcement maritime entities.
  • Experience or familiarity with the Agreement on Port State Measures of the UN Food and Agricultural Organization (FAO).
  • Experience implementing maritime law enforcement training preferably with international partners.
  • Desired, but not mandatory: French speaker.
Other Requirements/Details

  • U.S. Citizenship required and must pass a background check.
  • Must possess a valid U.S. passport.
  • No security clearance is required for this position.


The place of performance for this 12-month position may be in Abidjan, Cote d'Ivoire or it may require frequent international travel to and from Abidjan, with travel taking up to 24 hours each way.

While on location, work will be full time, 40 hours a week. Shift work or flexed work may be required.

Work in Abidjan will take place at either the Director General of Maritime Affairs and Ports (DGAMP), 2 Plateaux, Abidjan, Cote d'Ivoire, or the Permanent Secretariat of the Interministerial Committee for State Action at Sea (SEPCIM), Office of the Prime Minister, Abidjan, Cote d'Ivoire.

Lodging is not available at the U.S. Embassy in Abidan. If the position requires a full-time presence in Abidjan, lodging, transportation, communications, and connectivity will be provided. Lodging will be approved by the Embassy Regional Security Officer.
