    JOB SUMMARY: Serves as Group Leader, District Senior Design Engineer, or Unit Manager over professional engineers performing a broad range of engineering principles and oversees complex projects. Manages the quality control process for engineering groups or District. Manages activities of the engineering group or District. Coordinates and assigns projects and project tasks among engineering group members or District to ensure on time project delivery.

    JOB SPECIFIC DUTIES : Serves as a civil engineering group manager over one of six engineering teams that are responsible for developing and maintaining GDOT roadway design policy guidelines and standards. These teams are organized into the following six areas:(1) Roadway Policy; (2) Standards and Roadside Design; (3) Hydraulics; (4) Water Resources; (5) Lighting, and (6) Conceptual Design.

    This position will manage the first and second groups listed above.Responsible for managing a team of engineers performing a wide range of services related to roadway geometrics, roadside design, design policy, multimodal design and ADA,performance-based design, design flexibility, construction standards and detail drawings, research, and litigation support. This includes support of project delivery and overall compliance with AASHTO guidance manuals, and federal/state regulations. Responsibilities may also include providing instruction, reviewing current research and national practices, and serving as an SME in support of engineering studies and design.

    Specific responsibilities may include:

    ·Evaluates GDOT roadway design policies for conformance with accepted engineering standards and practices.

    ·Oversees the update of GDOT Design Policy Manual to ensure conformance with AASHTO guidelines, current research, state and federal regulations, and national best practices in a manner that fits Georgia conditions and needs.

    ·Serves as a senior roadway geometric design policy SME for the Department which includes the review of design exceptions, design variances and shop drawings. This includes responding to request related to the application of design policy to roadway projects.

    ·Ensures that design-related policies are effectively coordinated between offices and divisions.

    ·As an SME in roadside design, ensures that GDOT policies related to roadside hardware reflect best practices.

    ·Guides revision and development of high-quality construction standards and details which reflect the needs and priorities of GDOT maintenance and construction projects.

    ·Review and monitor national (e.g., TRB, AASHTO, FHWA) and GDOT-sponsored research and national "best practices" for relevance and application to GDOT design policy. This include attending professional conferences, training, and workshops.

    ·Provides instruction for implementation of new and existing policies and represents the Department at internal and external meetings.

    ·Responds to requests from Georgia legal office and the Georgia Office of the Attorney General relating to roadway geometrics and roadside design.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.

    STATE ENTRY QUALIFICATIONS :

    ·Bachelor's degree in civil engineering or civil engineering and technology and demonstrated experience in a lead worker or supervisory role, and a Professional Engineer (PE) License. OR

    ·Professional Engineering (PE) License and demonstrated experience in a lead worker or supervisory role.

    AGENCY SPECIFIC QUALIFICATIONS:

    ·Eight (8) or more years of related experience in highway/transportation engineering.

    ·Advanced level knowledge of project design.

    ·Advanced level knowledge of engineering standards and guidelines.

    ·Demonstrated ability to define and implement engineering solutions which address engineering deficiencies in transportation infrastructure.

    ·Demonstrated experience preparing clear, organized, and succinct written reports.

    ·Demonstrated ability to conform to shifting priorities, demands, and timelines.

    ·Demonstrated leadership skills, with experience motivating and guiding others toward accomplishment of team goals.

    ·Possess strong oral communication skills with the ability to effectively express ideas and facts to groups and individuals.

    ·Possesses a knowledge of the Department's programs and plan developmentprocesses.

    ·Committed to providing quality customer service and building and managing effectiverelationships.

    ·Displays a high level of professional conduct, responsible leadership, andembodies a high standard of integrity and ethical conduct.

    PREFERRED QUALIFICATIONS:

    ·Ten (10) or more years of related experience in highway/transportation engineering.

    ·Demonstrated ability to learn advanced techniques for investigating legal claims as related to engineering design of transportation infrastructure.

    ·Possess ability to identify and solve problems and opportunities for innovative solutions that manage and improve program effectiveness.

    ·Demonstrated ability to organize and direct technical work including balancing personnel resources to manage conflicting deadlines in a manner that achieves all project goals.

    ·Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.

    ·Demonstrated experience interacting effectively with management within the organization.
